Meet the New Department Missouri Department of Higher Education & Workforce Development • Executive Order 19-15 signed August 28, 2019 • Moves DWD (Division of Workforce Development) from Economic Development to Higher Ed. • Moves MERIC (Missouri Economic Research and Information Center) to Higher Ed.

  12. Fast Track Workforce Incentive Grant

  13. Background • SB 68 Passed by Legislature/Signed by Governor on July 10 • Creates adult-focused grant program designed to address areas of workforce shortage in Missouri • Grant converts to loan if work requirement is not met • Program sunsets in three years if not extended by General Assembly • $10 M in Lottery funds appropriated for FY 2020

Background • Student Eligibility • Age 25 and above or out of education for two years • Complete the Free Application for Federal Student Aid (FAFSA) • Adjusted Gross Income • $80,000 or less if filing jointly • $40,000 or less for any other filing status • Enroll at least half-time in a CBHE designated program at an “approved institution” • Complete a Fast Track application

Background • Eligibility Expiration • Four semesters or equivalent • Receipt of bachelor’s degree • 200% of normal time to complete the program • Residency/Work requirement • Graduate from eligible program • Maintain Missouri residency for at least three years • Work in Missouri for at least three years • Converts to a loan with interest if fail to meet work requirement

Current Status • Application live on August 5 • Currently 350+ applications received • Proceeding with development of Phase I of implementation • Projected to go live the week of October 21 • Initial program eligibility limited primarily to STEM and STEM-related • Includes some Agriculture and Education programs • Additional program areas added as implementation proceeds • Other program limitations • “Non-credit” programs not currently listed • Working to correct data problem

Access Missouri • Primary need-based program • EFC of $12,000 or less • Other eligibility requirements • U.S. Citizen or permanent resident • Missouri resident • Full-time undergraduate enrollment • File a FAFSA by deadline (Feb. 1/April 1) • Award can be used for any educationally-related expense

Bright Flight • Primary merit-based program • 2019-2020 ACT composite score - 31 • June ACT test remains deadline to receive qualifying score • July ACT test – First test for following year • 2019-2020 award $3,000 for top 3% • Top 4th & 5th percentiles remain unfunded • Award can be used for any educationally-related expense • FAFSA not required but may affect eligibility

  22. 2018-2019 Algebra I EOC Scores

  23. Background • Release of 2018-2019 EOC threshold scores delayed until July 2019 • June 10 & July 17, 2019 e-distribution messages • A+ eligibility uncertain for some 2019 seniors • Took the Algebra I (or higher math) EOC in 2018-2019 • Did not have a qualifying ACT math/HS GPA combination • Similar issue in 2017-2018

  24. Temporary Waiver • Letter from HS with the impacted student’s unstamped transcript in place of the A+ stamped transcript: • Confirmation student met all A+ criteria except Algebra I EOC & is in the waiver population • On letterhead & signed by the A+ coordinator or a school administrator

Temporary Waiver (cont’d) • Summer 2019 reimbursement made based on letter & unstamped transcript • Waiver effective even if summer funds requested after the score release • Summer funds retained even if funds requested before score release & student found to be ineligible after score release • A+ stamped transcript required for fall 2019

  26. Administrative Rule Revisions

  27. Effective July 30, 2019 • Changes align rule with 2018 statutory changes (HB 1744) • Can attend an A+ high school(s) in any 3 years prior to graduation • Removed “immediately” • 3 years definition unchanged • Must have been enrolled in 80% of the instructional days in those 3 years

In Progress • Related to HB 604 (Signed in July of 2019) • Existing A+ Scholarship impacted by addition of dual credit/dual enrollment provisions • 3 year attendance requirement reduced to 2 years • Postsecondary GPA check each semester before request reimbursement • Dual credit/dual enrollment provisions in development

  29. In Progress – Estimated Timeline • 9/11/2019: CBHE approved proposed revisions • September – early October 2019: Governor’s Office Review • October 2019: Rule filed with Secretary of State • 30-day public comment period • April – May 2020: Rule effective

  31. Overview • HB 604 (2019 legislative session) • Truly Agreed to and Finally Passed 5/17/19 • Signed by Governor 7/11/19 • Tuition/fees reimbursement for dual credit/dual enrollment coursework from any higher education institution • Student eligibility tied to A+

  32. Overview (cont’d) • Single appropriation for postsecondary A+ and high school dual credit/dual enrollment students • Postsecondary A+ students have award priority • Dual credit/dual enrollment students further prioritized by need

Issues to Overcome • Definition of need • Available funding unknown until spring after: • All dual credit/dual enrollment students (fall and spring enrollments) ranked by need and • A+ postsecondary students reimbursed • No additional funds appropriated for FY 20, additional funds for FY 21 uncertain
