THE FIVE YEAR DEVELOPMENT PLAN • The Plan has become the formal implementation tool of the country's development agenda • A prime aspect of the Plan is the recognition of fast-tracking realization of Development Vision 2025 goals. • Underpinned by sustainable and effective utilization of existing human and natural capital; and creation of an enabling environment for the private sector
THE FYDP: A Paradigm Shift • FYDP indicates a paradigm shift away from needs-based planning (which is always confined to the level of financial resources available) to embrace opportunity-based planning • The overall goal of FYDP I is to unleash the country’s resource potentials in order to fast- track the provision of the basic conditions for broad- based and pro- poor growth. Focus on Physical infrastructural networks and human capital.
THE LONG TERM PERSPECTIVE PLAN • A vehicle for implementing the Tanzania Development Vision 2025 • LTPP sets the strategic direction for the country’s growth process. • LTPP is a crucial link between the long-term Vision, and the country’s medium- and short-term perspectives, namely the Five Year Development Plans (FYDPs) and Annual Development Plans (ADPs).
Challenges • The FYDPs are more ambitious on growth and poverty reduction, but the focus is mainly on growth • The assumptions and estimations under the LTPP are not compatible. • Concentration of planning, implementation, financing and M&E under one authority could run into problems. Capacity issues can hinder progress • Implementation has been a key challenge historically
