The Municipality of Ipil, is the Capital Town of ZamboangaSibugay Province, Region–IX, Island of Mindanao, Philippines • Has a population of 64,684 (2010, NSO) • Land area of 36,690 has. • Municipal waters 17,000 has.(est.) • Agriculture, Fishery, Commerce and Trade are the main sources of income of the people • Our Vision and Mission • “To be Zamboanga Peninsula’s • center for economic, agro-industry, eco-tourism and human development in harmony with nature”

THE BIOLOGICAL AND ECONOMIC IMPORTANCE OF THE 63.16 HECTARE BULUAN ISLAND MARINE SANCTUARY and why the need to protect it! • Home to the endangered giant clams (Tridacna spp.) • Sanctuary of the endangered Green Sea Turtle (Chaelonia mydas) • Home to one of the rare soft coral in the Phil. ( Genus Cynarina) • Home to high-valued species of fish • Hundreds of fishing households who will be benefitted if the sanctuary functions naturally

BARRIER REMOVAL STRATEGIES • Strict implementation of fishery laws and ordinances • Improve governance of marine sanctuary management bodies • Allocate funds for infrastructure needs like guard houses, patrol boats and fuel, other equipment • Design effective IEC billboards, signages • Provide incentives to law-abiding fishers such as alternative livelihoods such as fish caging

My own definition of the Theory of Change • is anchored on the premise that all things constantly change including human • A concept or picture that depicts the over-all end results of a certain biological or human-induced processes capturing the elements of behaviour change presented in the form of a plan, a diagram or a framework.
