Introduction • NPS is a Panel or longitudinal survey designed to collect data about individuals, households and communities over time from the same sampling units, in order to assess change. • NPS Sample is made to allow estimates at National level, Zanzibar, Dar es Salaam, Other Urban areas and Rural areas. • Main Objectives of the NPS are to: • monitor progress on a range of MKUKUTA indicators, • improve understanding of poverty dynamics, • evaluate the impact of major development initiatives.

  4. Poverty and Inequality in NPS • Two Main indicators: • Gini coefficient (measuring inequality) • Basic needs poverty rate

  6. Poverty Also Did NOT Change Poverty incidence in the NPS2 is always higher than in the NPS1

  7. Poverty Dynamics – Poverty Movements Occurred Mostly in Rural Areas

NPS and HBS Reinforce each other • HBS a low frequency survey offers every 5 years an opportunity to generate new poverty and CPI numbers using a large sample • NPS a more frequent survey is a tool to monitor poverty and inequality trends. As a panel it provides opportunity to understand observed changes and better inform policy • NBS is pursuing wherever possible a strong harmonization between the two surveys along with other surveys such as the Labor Force Survey

Trends Observed in NPS Can Be Used to Set Poverty Targets • After the HBS sets the “official” poverty headcount, observed trends in the NPS can be used to set reasonable poverty targets • The target-setting exercise will also take into account Government policy plans • NBS has already committed to the public release of the NPS data after the “virtual” launch of the NPS report in July 2012
