How & Why We Exist • 28E agreement with Iowa Department of Education • Contract between branch of state government (IDOE) and another organization (IHSAA) giving the organization authority to perform certain tasks (govern boys’ interscholastic athletics) • IHSAA, IGHSAU, IHSMA, IHSSA are all registered with IDOE to provide services via a 28E agreement

History of IHSAA • First set of rules drafted in 1903 by Iowa High School Principals’ Club • Consistency of rules and enforcement of those rules • Rules were officially & unanimously adopted by this group on December 28, 1904 • IHSAA was officially formed on that date and first Board of Control members elected • IHSAA is organization of member schools • Membership is voluntary • Consistency of rules, access to programs, opportunity for representation on committees, BOC, Representative Council • FYI – 1st state tournament was in track & field in 1906

Rules Writing Entities • Iowa DOE rules • DOE rules approved by legislature • Part of Iowa Administrative Code • Full force and effect of law • Eligibility rules – coach-athlete contact, foreign exchange, general transfer, open enrollment, non-school participation, pre-participation physicals, scholarship, … • IHSAA interprets DOE rules • Appeal process – IHSAA/DOE

IHSAA Handbook • IHSAA Board Policies • IHSAA Articles of Incorporation & Bylaws • Include DOE rules related to athletics • Approved by State Board of Education • Part of Administrative Code of Iowa • Supplement to the Bylaws • Official IHSAA interpretation of Bylaws • Other rules adopted by IHSAA through vote of membership or Board of Control action • Rules meeting attendance, use of registered officials, playing up a classification

COMMUNICATING ABOUT THE RULES • IHSAA interprets DOE, IHSAA, NFHS rules • Fall IHSADA meetings • Sport rules meetings • IHSADA spring convention • Eligibility questions answered by IHSAA administrative staff via phone, e-mail or letter • Opinions over the telephone • Official rulings in writing
