SPF SIG Characteristics • Iowa received funding in July 2009 from the Center for Substance Abuse Prevention (CSAP), SAMHSA • $2.13 million for five years • 15% for state-level activities • 85% for community-level activities after Strategic Plan is approved • Build system capacity at the state and local level
Project Overview SPF SIG Priorities • Reduce underage alcohol use (under age 21) • Reduce adult binge drinking (18 and over)
Project Overview Sub-recipient Selection Process • Highest Need Model • Community is defined as “county” • Indicators included 11th grade 30 day alcohol use, adult binge drinking, and law enforcement data • Counties were ranked and scored • 23 counties were identified
Strategic Prevention Framework • Step 1: Assessment • Step 2: Capacity • Step 3: Planning • Step 4: Implementation • Step 5: Evaluation Inherent within each step is cultural competency and sustainability
Assessment Community • Creation of a Local EPI Workgroup • Community Assessment Workbook
Capacity Community • Capacity Assessment • Cultural Competency Plan • Training
Planning Community • Develop Action Plan/Logic Model • Identify Evidence-Based Strategies • Reviewed and Approved by the Evidence-Based Practice Workgroup
Implementation Community • Execute plans created in Step 3 • Strategies must be evidence based • Federal List of Evidence-Based Programs • Peer reviewed journal with proven effectiveness • Documented effectiveness
Evaluation Community • Evaluation of local outcome and process data • Use of Data collection systems including the Online Documentation Support System (ODSS) and the Management Reporting Tool (MRT)
Cultural Competency • Infused Throughout the SPF Process • Training • Cultural Competency Plan • Focus on Specific Involvement • Youth • Returning veterans and their families

Creating The LEW • Epidemiological Workgroup created by May 13 • Membership to include at least 3 people • Includes the SPF coordinator, but the coordinator cannot be the chair • Will meet monthly, possibly more often in beginning • Members should: • be interested in data collection, analysis and dissemination • Represent more than one agency or organization
Responsibilities of the LEW Chair • Can be a subcontracted position • Attend regional SPF trainings • Attend at least one contractor meeting each year • Will oversee completion of • Community assessment workbook (CAW) • Collecting local data • Baseline workbook • Update the CAW on a yearly basis • Cross-site evaluation surveys and other questionnaires • Help identify data gaps and other community indicators
LEW Volunteers or suggestions for membership
Identifying Current Efforts • Reducing underage and binge drinking • Shared priority areas and consequences
Leading Us Forward: Project Coordinator • Full time position • IDPH has said that this person can be hired by the prevention agency, Drug Free Community grantee or other substance abuse prevention coalition • Decisions to make: • Who will hire the coordinator? • Where will the coordinator be housed? • Who will directly supervise the coordinator?
Leading Us Forward: Project Coordinator • Identify local options • Each interested organization will briefly share • Ability to hire, supervise and/or house • Ability to provide a county wide substance abuse prevention effort • Other relevant information
