The task for “regulation” • “regulation: A principle, rule, or law designed to control or govern conduct.” (http://www.thefreedictionary.com/regulation) • Regulation is tool for governing, and needs to support the goals of governance: • Economic goals • Social goals • Thrust of Regulation: • Restrictive • Promotive • Consequently, ICT policy / regulation needs to be Information Society Policy, seeking to promote the benefits of ICT for all areas of society

Need For Global Policy Approaches • Internet Governance Ensuring functionality of communications and transactions (standards, regulations, security…) • Global E-Commerce facilitating cross-border commerce (technology, taxation, security…) • E-Business global business players require seamless communications systems
