TCA MAINSTREAMING First Ideas
Contents • Mainstreaming means… • Process of mainstreaming • Horizontal/vertical mainstreaming • Networks and structures • Key success factors • Overall aim of TCA • Open Questions Mainstreaming, J. Riessner, 050913
Mainstreaming means… • To disseminate and transfer outcomes from DPs which influence policy, the delivery of policy (incl. the delivery of services) or the take-up of new products and services at peer or higher levels • That a certain way of acting gets implemented into policy and programmes and is finally taken over as a natural pattern of action • To convert a side issue into a main issue Mainstreaming, J. Riessner, 050913
Process of Mainstreaming • Development of innovative model • Analysis of experiences • Generalisation of innovation • Comparison of innovation with similar programmes and initiatives (benchmarking) • Identification of key success factors • Dissemination • Analysis of horizontal processes • Edition of results in order to influence political processes • Transfer and implementation of results into systems Mainstreaming, J. Riessner, 050913
Horizontal Mainstreaming Is aimed at DPs, partners and other local or regional agencies („peer-level“) with similar interests Is commonly focusing on practical lessons Vertical Mainstreaming Is aimed at influencing national (European) policy („higher level“) With the role of intermediaries being important in the transference of key lessons Mainstreaming, J. Riessner, 050913
Horizontal National DPs TEPs, Territorial Employment Pacts ETG, European Thematic Group Vocational Training Centres Vertical ENSIE, European Network for Social Integration Enterprises European Antipoverty Network Networks and Structures Mainstreaming, J. Riessner, 050913
Key Success Factors • Innovation easy to recognise • Make clear, how model can be realised in other environments (generalisation) • Innovation needs to be modified and developed for transfer (adaptation) • Targeted transfer of knowledge into practice • Potential users need information about benchmarks Mainstreaming, J. Riessner, 050913
Overall Aim of TCA… is the sustainable implementation of the VENet model into European policy Mainstreaming, J. Riessner, 050913
Questions • Benchmarks: With which other models, initiatives, programmes do we have to compare VENet? What makes VENet better than other models? How can we „sell“ our product? • What media should we use for mainstreaming? (Internet platform, newsletter? folders?) • What other networks do we know for the horizontal and vertical mainstreaming? • How do we consider GM in the mainstreaming? Mainstreaming, J. Riessner, 050913
