Remote Sensing Demand Pacific Island Countries Wolf Forstreuter Pacific Islands GIS&RS User Conference 2011
History • 1991 forest inventory Fiji • 1998 GIS backdrops for utilities • 2000 coastal change detection in Tonga • 2006 coconut resource mapping • Today multiple utilisation of space born image data
Image Utilisation • GIS backdrop as map replacement mainly Pacific utilities • Forest mapping (REDD+) • Disaster risk management • Land cover mapping of low lying islands (coconut resource) • Maritime boundary determination • Agricultural mapping (food security)
Image Utilisation • History of island movements • Shallow water bathymetry / habitat mapping of near shore area • House mapping population census • Fast mapping of flooded areas • Shipping vessel detection • DTM for watershed management, airport security, island movement, flooding risk maps, orthocorrection of image data • Wind and current for search and rescue
Disaster Risk Management • 400,000 roofs are mapped • For US$ 36,000 image data was purchased last year • Requirements: (A) VHR Data, detail of features recognisable
Land Cover Mapping of Low Lying Islands • Most islands of Kiribati are mapped at 1:5,000 scale level • Coconut palms are counted for ¾ of the islands • Change detection at 1:5,000 performed for 4 islands • Requirements: VHR Data, texture information for coconut palm counting, bundle data preferrable
Maritime Boundaries • For US$ 88,000 image data was purchased last year • Requirements: (A) VHR Data, detail of features recognisable, (B) high geo-accuracy
Agricultural Mapping for Food Security • Currently mapping at 1:50,000 scale (first time) • US funded project will support mapping in FJ, KI, VU, WS, SB • Requirements: a) multi-spectral information including near infrared b) VHR image data (coconut)
Documentation of Island Movements • No new image data purchased but utilisation of available data is ongoing • Requirements: VHR Data, details for reference image points 1968 2000
Shallow Water Bathymetry and Habitat Mapping of near Shore Area • Requirements: 1:25,000 level resolution, multi-spectral information including blue and green bands
Roof Mapping Population Census • For US$ 27,000 image data was purchased last year • Requirements: VHR Data, house counting at 1:5,000 scale level
Fast Mapping of Flooding • Applied only two times • Method developed and available • Requirements: (A) penetration of cloud cover, (B) VHR image data, (C) fast data recording and delivery (D) clear separation of water and rest (E) reference images for geometric correction
Shipping Vessel Detection • Cross check of vessel monitoring system • Transport monitoring • Requirements: (A) VHR Data, (B) recording day, night and all weather situations, (C) fast data delivery, (D) capture of vessel shape, speed and material
High Resolution DSM • Low lying areas, flood risk maps • Water catchment monitoring • Island movement • Airport security • Orthocorrection of image data • Requirements: High resolution stereo images, space borne radar data, LiDAR data or …
