Analyze Barriers and Gaps • Only partial buy-in – Needed top level commitment to support systems change • No standard protocol for prenatal screening & risk assessment – Referral was at the provider’s discretion • Service coordination, collaboration & provision were still on a small scale – Support services were overextended • Key partners/services were missing from the mix, e.g. mental health, fatherhood, domestic violence & child care
