2. University of Siberian Imperial University was established in 1878 • Tomsk State University (TSU), which was established in 1878 by Alexander’s II royal command as an Imperial Siberian University, is the first higher educational institution in the Asian part of Russia. • TSU was created being based on the concept of “classical university”, as university of “Humboldt’s type”. Wilhelm Humboldt (1767-1835)

3. TSU – National Research University • In 2006 Tomsk State University became one of 17 universities which won an all-Russia competition in innovation educational programs which was held within the framework of the national project "Education". The Tomsk University Project was called "The Innovation Educational Program at a Classical (Research) University as the Basic Institutional Structure of the National Innovation System". • In 2010 TSUbecame a winger of the second competition of development programs of universities, which obtained status “National Research University”

6. Educational diversity • More than 23,000 students are studying at TSU in 130 undergraduate and graduate programs, 750 students in 82 Candidate of Science Degree Programs (Ph.D.), 100 – in 34 Doctor of Science Degree Programs. • 24 Faculties and 162 Departments comprise the Main TSU campus, 5 branches and 45 pre-admission training centers are located in different cities of Siberia and Kazakhstan.

7. Fundamental research TSU is one of the leaders in Russian higher education in the field of fundamental research. Among the university faculty there are 350 Doctors of Sciences, more than 700 Candidates of Sciences, 4 Members of the Russian Academy of Sciences and Russian Academy of Medical Sciences, 4 Corresponding Members of RAS, 2 Corresponding Members of RAO, 2 Corresponding Members of RA RAS, 86 Members of RF Public Academies

8. International cooperation as a factor of development of national educational systems • In conditions of increase of globalization processes in the World Community and internationalization of global educational system international cooperation becomes one of determinatives of development both as national systems of higher education as separate universities.

9. The series of Tempus Tacis projects in Environmental Management (1995-2002) The series of Tempus Tacisprojects devoted to the organization of International Masters in Environmental Management in TSU and dissemination of its expertise in Russian universities has been carried out with the participation of the University of Utrecht (the oldest in the Netherlands). 10. Masters degree in Environmental Management (1995-2002) • The distance learning version of the Tomsk State University masters degree in Environmental Management (2002) was the outcome of three successive projects since 1995. All of them have been funded by the Tempus Tacis programme of the European Commission. In all of them British, Dutch and Russian partners have worked together to develop first, a masters degree course in Environmental Management delivered face-to-face in Tomsk, and then a distance learning version based closely on that degree course.

11. Masters degree in Environmental Management (1995-2002) In the first one year project, the partners – Tomsk State University, the University of Utrecht in the Netherlands, and the University of Sheffield in England – exchanged visits with each other and prepared the way for the big three year project under which the masters degree course was developed.  In the second, three year project, Mansfield College in the University of Oxford joined the other partners. The course team from Tomsk spent 10 weeks in Western Europe in 1997 – firstly in Sheffield, where they studied methods of active teaching and learning and secondly in Utrecht where they studied management in organisations. For the last part of the visit, the team split up and each person spent several weeks in whichever of Oxford, Sheffield and Utrecht was the most appropriate to help them to start developing the course they were going to teach. The face-to-face degree course was first delivered in 1997-8 and the first graduates received their diplomas in summer 1999.

12. The series of Tempus Tacis Library projects (1995-2000) The series of Tempus TacisLibraryprojects in TSU and dissemination of its expertise in Siberian Libraries has been carried out with the participation of the University of Utrecht (the oldest in the Netherlands). 13. Training in Utrecht University 2006-2007 Three groups of TSU managers (30 people) trained at the University of Utrecht in the field of university management in 2006-2007.

14. Joint INTAS projects Social anthropology 2005 In September 2005 in TSU lectures and seminars of anthropologist from Utrecht University R. Leenders in the field of qualitive methods of social anthropology in research of inter-ethnical relations in Siberia was organized Since 1999 in a partnership with Utrecht University TSU participated in the INTAS project s: (INTAS-99-01718) “Climate In Relation to Carbon Accumulation: spatial and temporal analysis of West Siberian peat ecosystems (CIRCA)” (2000-2002); INTAS 03-51-6294 “The effect of climate change on the pristine peatland ecosystems and (sub)actual carbon balance of the permafrost boundary zone in Sub-arctic Western Siberia (CASUS)” (2004-20060).

15. Perspectives of collaboration As a result of the visit of TSU Rector Georgy Mayer to Maastricht University the Agreement of collaboration with Maastricht University was signed. Areas of collaboration: Biomedicine. Medicalequipment. Telemedicine. Information- telecommunicationssystems. Supercomputertechnology. Collaboration with Utrecht and Maastricht Universities in the field of high-skilled managers training is also developing
