Aug 2005 – Minister establishes the DMWG mandated to develop recommendations towards the framework of the national strategy for migration; Nov 2006 – DMWG hands over completed report of the proposed switchover from analogue to digital broadcasting in South Africa to the Minister; Feb 2007- Cabinet approves digital switch-on (1November 2008) and analogue switch-off (1 November 2011) dates; Mar 2007- Government publishes a draft digital strategic plan for public comment. BACKGROUND

Stakeholders and interested parties submitted written comments to government on 05 April 2007 May 2007, government establishes Digital Migration Office June 2007, SADIBA facilitated a workshop between industry and government to define technical specifications for a basic STB. Manufacturers made proposals to government in July 2007. Government to publish final policy and specifications. CURRENT STATUS

  4. Electronic Communications Act negates the need for separate licenses in the digital domain. Broadcasting industry and stakeholders ability to work together in developing a set of meaningful recommendations to the Minister. The establishment of the Digital Migration Office Clear dates for digital switch-on and analogue switch-off Broadcasters ability to produce, manage and distribute content digitally. KEY ACHIEVEMENTS

  5. Finalisation of minimum specification for the basic STB. Final government policy to be published. Implementation and spectrum plan by the regulator. STB manufacturing to be coordinated with digital switch-on and network roll-out. Digital Migration Office: Create consumer awareness of digital migration. Consumer protection General coordination and communications between government and industry. Roll-out planning and coordination in coordination with regulator. Multiplexing arrangements CHALLENGES

  7. Meeting the deadline of 01 November for digital switch-on is not a problem. Having the consumer equipment readily available with the necessary installation support and good quality content that will attract consumers to the new services is a major challenge. The reality is that until such time as we have clarity on the policy provisions that will govern the digital environment, technical specifications, multiplex arrangements, channel allocations and funding, very few stakeholders will be willing to take any strategic decisions.
