Types of Recovery Programs • Public Assistance (assistance to public agencies and certain private non-profit organizations) • Individual Assistance (assistance to homeowners, renters, businesses, and/or farmers)
Public Assistance Programs • Fire Management Assistance Grant (FMAG) • State Public Assistance through California Disaster Assistance Act (CDAA) • Federal Public Assistance under the Stafford Act
“Thresholds” Federal Public Assistance: • State Threshold = $1.22 per capita (just over $41 million) • County Threshold = $3.05 per capita No set threshold for State PA
Freeze Public Assistance • Not enough damage to meet Federal threshold • Governor’s 1/12/07 Proclamation was for all Counties and activated CDAA • Damage to public facilities is eligible but minimum is $2500 (after insurance) • Response costs eligible (such as warming centers) • State agencies are not eligible
Individual Assistance • No state program that can be implemented independent of a federal declaration • Individual and Households Program and other assistance under the Stafford Act • US Small Business Administration loans for physical damage and/or for economic losses • US Department of Agriculture loans for crop loss
Freeze Individual Assistance • USDA Primary and/or contiguous designations for 47 Counties • SBA Primary and/or contiguous designations for 52 Counties • Governor’s request for Presidential Disaster Declaration for 31 Counties – Disaster Unemployment, Food Coupons and Commodities, Crisis Counseling • No IHP (no physical damage) and former Mortgage and Rental Assistance Program no longer exists
Freeze Recovery Issues • No longer have Mortgage and Rental Assistance Program • Assistance available for undocumented workers • Assistance for community based organizations • Which counties are included in “the proclamation” • Scope and duration of the emergency/impacts • Special federal legislation • Unemployment earnings exemption
