Drivers for a Regional Transportation Strategy • Generate economic development opportunities • Increase retention of residents across Central Alberta communities • Improve quality of life for residents by supporting access to employment, recreation, and services • Help retain businesses in local communities • Keep communities vibrant and strong The intent of the regional transportation strategy is to:
Vision for the Regional Transportation Strategy CAEP's Regional Transportation project will promote the development of a balanced and sustainable transportation strategy providing the region with reasonable and affordable transportation choices.
Criteria for a Regional Transportation Strategy • Long Term and Innovative • responsive and adaptable to the changing needs of the community • environmentally friendly • equitable and sustainable for users and stakeholders • accommodate identification and prioritization of community needs • Generate Economic Development Opportunities • move people efficiently, connect communities, • create jobs and support employment needs in smaller communities • create opportunities for First Nations • Be Implementable • affordable, easily duplicated and scalable template • specific to the CAEP region • create awareness of regional public transportation to all CAEP members and build member participation
CAEP Regional Transportation Strategy Recommendations and Outcomes
Recommendations Overview • Use a toolbox approach • Use a 3-part framework in implementing a Regional Transportation System. • Local transit support • Sub-regional transit connectors • Fixed route regional transit spine • Implement some over-arching regional coordination / organization • Implement in stages, recognizing different levels of need / readiness within the CAEP area
Toolbox Approach • A resource to help “Municipality X” figure out: • what kind of transportation demand might there be (trip types / magnitudes)? • ‘how much’ transportation should we provide for our community type (e.g. size, location & linkages to others)? • what transit mode might serve our transportation needs cost-effectively? (refer to page 2.2 in the 90% document)
Rural Local Transit Support • Provide additional transportation options in sparsely populated areas. • Draw from a toolbox • of possibilities
Transit Connectors • Various forms of customized transit service reflecting passenger travel needs and budget availability of participating communities • Utilize a toolbox of • transit • possibilities • Draw on existing systems
Regional Transit Spines • Provides scheduled fixed-route service along central highway routes (Hwy 2A north/south & Hwy 11/12 east/west) • Service level can be adjusted according to a number of influencing factors.
Costing & Service Level • depending on the extent of service provided on the regional transit spine, costs beyond farebox revenues could range from about $175K to over $600K (in the order of $1.75 to $6.00 per capita) • costs for the transit connectors and rural local support measures can be scaled to demand and availability of resources
Implementation (Staging) • Regional Transit Spine • need at least one leg of the “inner spine” • preferably multiple legs to make a fuller system • Transit Connectors • need at least two partners, preferably multiple partners cooperating / coordinating • Rural Local Transit Support • can be implemented on a scaled basis in multiple locations according to need and availability of resources
Implementation (Overarching Organization) • Regional transit elements will be more effective if inter-related and mutually-supportive • Overarching organization function required to attain benefits of a regional system • may be an existing regional agency or a new transportation agency / authority
Implementation (Readiness Criteria) • Are there: • numerous public requests? • one or more business / institutional requests? • financial resources available? • human resources available? • partnerships initiated? • consistencies with prevailing / supportive plans and policies? • local supporting transportation facilities?
