EUROPE What is happening?
The E.U. has the elements for • being a global actor • Largest economy in the world • Second trading block • Leading donor of development aid • Second military force in the world
There are several reasons that explain the progressive marginalisation of the EU as a global actor But there is a basic one: the EU has failed to manage the new balance of power and the new interdependencies generated by globalisation.
The new balance of power in the world is being built without the active participation of the EU. The EU has a serious problem of location in the new design that is gradually being drawn. The EU has, on one hand, a longitude problem and on the other hand, a latitude problem.
The world is no longer Eurocentric The world no longer operates on the 0º Meridian 0o 0o
The centre of economic, financial, and new interdependencies gravity has shifted to the 180º meridian 180o 180o
NEW BALANCE OF POWER IN THE WORLD THE AGENDA OF THE 21ST CENTURY IS OCCURRING ON THE ASIA-PACIFIC AXIS.
The EU has a longitude problem 180º is the meridian of the new balance of power in the world
THE GREAT PROBLEM OF THE EUROPEAN UNION: WE ARE NOT THE centre, WE ARE THE PERIPHERY 180o 180o

THE MOMENTUM: KNOWING HOW TO MANAGE NEW INTERDEPENDENCIES Questions Can we be a global actor in the new world design? Can we balance the new Asia-Pacific agenda? Can we be decisive in the economic crisis?
Advisory Group Report • We have the ideas, but not the instruments • We have the references, but not the proper policies • We lack of strong and respectable community institutions • Welack leaders willing to sacrifice their national agenda for the European agenda.
International Debate Some are in favour of recognising the existence of a new de facto global leadership: the so-called G2 USA and China are called to play a decisive role in the international arena and their agreements or disagreements will mark the success or failure of the international agenda.
International Debate Otherwise, it is necessary to seek for a multipolar world This means: more decision making power centres which would balance, diversify and distribute the power over different parts of the world. It would be the best option.
FRAGILITY OF THE EUROPEAN UNION IN THE DESIGN OF THE NEW BALANCE OF POWER • There are several reasons: • The European Union has not been able to be the third pillar of global reference compared to the USA and China. • The new instruments of the Lisbon Treaty have already shown their limitations. • The Economic and Monetary Union has taken too long to be developed. • Lack of a common response to the consequences of the economic crisis.
Obama knows who Metternich is
The Euro - Atlantic dialogue met its greatest crisis with President George Bush due to the war in Iraq Division between: NEW EUROPE - pro-North America and OLD EUROPE - anti-North America The Transatlantic Dialogue revolves around the reformed NATO. Prague Summit. Rumfield, dixit.” There is a choice between Venus and Mars” This division is still present in the North American design, only expressed differently.
It has become the "finesse" ... to continue with the same vision of the European Union. • Cancellation of the annual summit with the E.U. • Selective invitations and work meetings with European Prime Ministers • In the Nuclear Summit on Iran, Obama met with 11 Prime Ministers. He did not receive Van Rompuy despite EURATOM
Actually, the first time that Obama received the former President of the European Council, Van Rompuy, the President of the European Commission, Jose Manuel Durao Barroso, and High Representative Catherine Ashton was 28 November 2011. That is, 2 years after the appointment of Van Rompuy as President of the European Council.
A positive change The new President of the European Council, Donald Tusk, was received immediately at the White House
China is well aware of the lack of consistency of the European Union as a global player • Access to the Chinese market and the purchase of sovereign debt are elements intended to divide the Member States. • Imposing "Asian Values" compared to the European model of human rights. • Bilateralsation of political dialogue between the Member States and Beijing. • Strategic Chinese investments in the rest of the world
Russia has changed: from“a strategicpartner” to “a strategicproblem” for Europe
The EU has a latitude problem The failure of the Arab spring in the Mediterranean And the poor of the world in Africa
THE MEDITERRANEAN • Immigration • Middle East Conflict • Islamic jihad • Terrorism • Failure states
European Union COMMISSION PRIORITY A Stronger Global Actor We need to be more effective in bringing together the tools of Europe's external action.
Objectives • Responding faster to military threats, using new EU networks for defence cooperation. • Creating more synergies among Member States in defence procurement. • Setting up a permanent, voluntary EU defence force, which gets its resources from those member countries which choose to join. • Bringing peace and stability to the European neighbourhood.
