  2. The E.U. has the elements for • being a global actor • Largest economy in the world • Second trading block • Leading donor of development aid • Second military force in the world

  3. There are several reasons that explain the progressive marginalisation of the EU as a global actor But there is a basic one: the EU has failed to manage the new balance of power and the new interdependencies generated by globalisation.

  4. The new balance of power in the world is being built without the active participation of the EU. The EU has a serious problem of location in the new design that is gradually being drawn. The EU has, on one hand, a longitude problem and on the other hand, a latitude problem.

  5. The world is no longer Eurocentric The world no longer operates on the 0º Meridian 0o 0o

  6. The centre of economic, financial, and new interdependencies gravity has shifted to the 180º meridian 180o 180o

  7. NEW BALANCE OF POWER IN THE WORLD THE AGENDA OF THE 21ST CENTURY IS OCCURRING ON THE ASIA-PACIFIC AXIS.

  12. THE MOMENTUM: KNOWING HOW TO MANAGE NEW INTERDEPENDENCIES Questions Can we be a global actor in the new world design? Can we balance the new Asia-Pacific agenda? Can we be decisive in the economic crisis?

International Debate Some are in favour of recognising the existence of a new de facto global leadership: the so-called G2 USA and China are called to play a decisive role in the international arena and their agreements or disagreements will mark the success or failure of the international agenda.

  15. International Debate Otherwise, it is necessary to seek for a multipolar world This means: more decision making power centres which would balance, diversify and distribute the power over different parts of the world. It would be the best option.

FRAGILITY OF THE EUROPEAN UNION IN THE DESIGN OF THE NEW BALANCE OF POWER • There are several reasons: • The European Union has not been able to be the third pillar of global reference compared to the USA and China. • The new instruments of the Lisbon Treaty have already shown their limitations. • The Economic and Monetary Union has taken too long to be developed. • Lack of a common response to the consequences of the economic crisis.

Objectives • Responding faster to military threats, using new EU networks for defence cooperation. • Creating more synergies among Member States in defence procurement. • Setting up a permanent, voluntary EU defence force, which gets its resources from those member countries which choose to join. • Bringing peace and stability to the European neighbourhood.
