Civitas Plus Program – MODERN Mission The increase of life quality in cities by reducing pollution (CO2 emissions) generated by transport, of dependency of gasoline and diesel, the implementation of some reduction measures of energy consumptions, respect to the environment.

MODERN Considerations The implementation of the MODERN Project co-financed by the European Commission will bring the increase of life quality in cities by traffic decongestion, the pollution reduction, of urban noise, of energy consumption, and the promotion of a life style based on the car dependency reduction. The achieving of these objectives chime with the communitarian purpose that in 2020 to reach: 20% consumption from renewable energy sources, minimum 10% use of renewable sources in transport, the improvement of the energetic efficiency with 20% and 20% reduction of greenhouse effect. The objectives of the MODERN project are in perfect accordance with the EU “Green Paper” document and Action Plan regarding the public transport.
MODERN Integrated measures in European policies The measures of theproject outline a balance between the large scale actions of the application based on the existence and the commercialization of the available technologies, such as: • The renewal of the public transport with ecologic vehicles, • Technological systems for the traffic administration and info mobility, • Access restrictions and interchangeable systems, With the use of the advance methodologies: • Energy saving, • Alternative fuels, • Load distribution. The first type of actions is the most important from the structure of the project with a massive impact over the state of the cities, while the second contributes to the knowledge amplification, to the increase of the qualitative level of the mobility instruments and will set the bases of ulterior developments.
Objectives (1/2) • The increase of the quality and efficiency of the public transport system (from the point of view of the environment and services), increasing the number of users. • The limit of energy loss and the sustaining of using the ecologic fuels between citizens. • Sustaining the improvement effort of the public transport through a series of measures capable of limiting the use of private cars. • The decrease of the number of road accidents.
Objectives (2/2) • Offering alternatives for types of non-polluting mobility (first the bicycle) improving the safety and increasing the life limit of users. • The increase of the technological endowment of the cities as means of sustaining smarter mobility policies and as service for the citizens. • Dissemination, as much as possible, of a sustainable environment among citizens and the increase of the degree of making aware the society over the importance of these themes.

MODERN Craiova – Horizontal activities 1) Alternative fuels; “environment-clean” vehicles and “energetic efficient” Buses fueled with bio-diesel and efficient-driven trams with the reduction of the energetic consumptions. 2) Collective transport and its integration in other alternatives • Planning of the lines extension around the city • E-ticketing integrated system for trams and buses. 3) Management strategies: flexible access to the centre of the city using maxi-taxi 4) Mobility management, marketing, information and education The correlation of the transport contracts between the main companies and PTC, through a software and an operational map program in order to obtain “green light” in public transport
MODERN Horizontal activities (2) 5) Safe and solid infrastructure, efficient means of transport Cooperation with the police, the creation of a monitoring centre, the buses/ trams endowment with video cameras using the GPS, GPRS systems. 6) New mobility services for the public transport vehicles; a less car- dependent lifestyle. Contracts - specific users (the industrial areas from the East-West / Craiova) 7) Logistics for urban goods transport, new concepts for a better distribution A basic plan for a logistics connecting node – special stations for bus and tram and a transport program for 4 new built hypermarkets in Craiova. 8) Innovative telematics systems for traffic management Application GPS, GPRS; info mobility and management instrument for data gathering; rapid transit line for buses: preferential traffic light rules
MODERN Implemented systems • Components for adapting 10 buses to bio-diesel • 9 efficiently-driven trams with the reduction of energetic consumption • 80 buses and 27 trams, each endowed with tickets / cards validators, GPS and board computers, connected to a traffic management centre (dispatch) • 30 automated machines for tickets / cards connected to the dispatch • 20 stations endowed with electronic panels • 15 buses and 10 stations endowed with video surveillance system • 3 electronic access barriers in the central area of the city • Traffic management centre (dispatch)
Chopers – advanteges and functions • Assures the input for the corresponding electrical engines for the run-brake regime; • CANopen communication with the board computer for commands and for the monitoring of the status of the tram; • Vehicle maintenance data storage (hours of function, kilometers, maximum speed, minor errors or critical errors, etc.). • Diagnosis system, data transmission to a computer, fault detection, off-line analysis. • Some of the main advantages:- energy economy with up to 30-40%;- increase of reliability;- assisted maintenance- increase of safety in exploitation and comfort for passengers;
Results In 2010, at Malmo, Sweden, during the CIVITAS Forum, Craiova was nominated as European Innovative City, for technological innovation on urban green transport.
