This is a working document prepared by the Energy Information Administration (EIA) in order to solicit advice and comment on statistical matters from the American Statistical Association Committee on Energy Statistics. This topic will be discussed at EIA’s spring 2007 meeting with the Committee to be held April 19 and 20 2007.

Construct a stratified sample
Two strata:
Steam turbines 10 MW greater
All other turbines
Four strata:
Steam turbines 10 MW greater monthly respondents
Steam turbines 10 MW greater annual respondents
All other plants monthly
All other plants annual
Separate out combined heat and power plants
Other stratifications

No respondent, though, will fill in every schedule
How do we notify respondents about what schedules they will complete and how often?
