2. BACKGROUND ARC/SAWS cooperation since 1941 – ARC serves the agriculture sector and its environment;
1970: DAFF (then Dept. Agricultural Technical Services) transferred agricultural climate functions to the ARC (then Soil and Irrigation Research Institute);
ARC has equipment/facilities/trained staff to monitor, calibrate and install weather stations in agricultural areas, maintain and update the agricultural climate databank, develop and disseminate agricultural advisories, conduct agricultural research;
ARC supplements SAWS weather data/information;
The ARC’s Agro-Climatology Programme is largely funded as public good by a Parliamentary grant.

BACKGROUND (CONTINUED) The 2010 SAWS-ARC MoU provides for bilateral cooperation in the provision of climate and weather information from surface weather observing stations i.e. automatic and mechanical weather stations. The same MoU also provides for data quality control procedures. The data are used for water and agriculture-related meteorological research and product generation in support of applications that enhance the delivery of different services.
4. CONCERN Clause 30A is:
not clear on the kind of information the ARC is allowed to disseminate.
Vague on what constitutes severe weather conditions/warnings.
