1. Serious Foul Play and Violent Conduct (b)Violent Conduct • Aggression (excessive force or deliberate violence) towards an opponent when they are not competing for the ball. • Excessive force used when the ball is not in play OR if directed at anyone other than an opponent.
2. Tackling Primary concern: • Endangering the safety of an opponent • Direction makes no difference!
3. Charging from behind • Permitted ONLY if the opponent is deliberately impeding. • The charge must be fair and not in the spinal area
4.Offenses against Goalkeeper (a) Jumps at, under pretext of heading (b) Interferes with or prevents release of ball. (c) Impeding at corner kick before ball is in play. (d) Any play for the ball while GK has ball in hands --ACT BEFORE CONTACT!
5. Impeding the progress of an opponent • If the ball is within playing distance, there is no impeding. • If the impeding player uses physical contact, direct free kick or penalty kick for holding.
6. Scissors or bicycle kick Permitted if, in the opinion of the referee, it is not dangerous to an opponent
7. Jumping at an opponent Jumping at an opponent under the pretext of heading the ball shall be penalized by the award of a direct free kick.
8. Prohibited use of the body • Holding off an opponent with hand, leg, arm or body is punished by DFK. • Holding or hindering while ball is out of play is misconduct, punished by caution for unsporting behavior.
9. Caution for handling/holding Caution for unsporting behavior if a player: (a) Holds to interfere with attacking play (b) Handles to interfere with attacking play (c) Handles in attempting to score a goal If handling or holding prevents a goal, etc., show red card and send off
10. Free Kicks DO NOT interfere if the kicking team wants to take a quick free kick USE COMMON SENSE
11. Use of advantage If the advantage does not materialize within 2-3 seconds and the ball remains in play, stop play immediately and penalize the original offense.
12. Denying a goal or obvious goalscoring opportunity (a) If a goal or a goalscoring opportunity is denied by an offense punishable by a free kick, stop play, send off offender. (b) If a goal or a goalscoring opportunity is denied by deliberate handling, stop play, send off offender.
13. Penalty kick (a) ‘Keeper must stand on the line. All other players must be in correct positions. (b) A goal may be scored in extended time if the ball touches any combination of goalposts, crossbar, ‘keeper or ground (provided no infringement).
14. Player in offside position • It is legal to be in an offside position. • ARs should not signal simply because of position. If in doubt, do not signal.
15. Goalkeeper restrictions • Taking more than 6 seconds to release the ball into play. • Second touch with the hand(s). • Handles after ball deliberately kicked by teammate. • Handles ball thrown in by teammate.

17. Substitution • Follow requirements of Law 3! • Substitute must be fully ready to play before reporting to 4th or AR • No delay allowed for correction of equipment or uniform
18. Injury of a player (1) • Blood? • Must leave field for treatment and cleansing. • Inspection by any official (w/ permission of referee) • May enter field during play after inspection and permission.
18. Injury of a player (2) • Only the referee may inspect player out for treatment of injury. • May return during play (from touch line), but only with permission of referee . • If ball out of play, may return across any boundary line with permission.
18. Injury of a player (3) • No more than 2 team officials may enter to arrange for removal of injured player. • If player removed for treatment, may re-enter only with permission and only after match has restarted.
19. Attitude toward referees • Any player protesting or dissenting a decision may be cautioned. • Any player who assaults or insults an official shall be sent off. • The captain of the team has no special rights.
20. Throw-in • Throw-in from no farther than 1 yard/ meter outside the touch line. • Players who harass or interfere with the throw must be cautioned for UB.
21. Wasting Time Caution for unsporting behavior if a player: • Feigns injury • Free kick from wrong position to force a retake • Kicks or carries the ball away • Stands in front of ball to gain time or delays a restart • Delays leaving field when substituted
22. Celebration of a goal (a) 1. Celebration allowed, but no excessive time in opponents’ half. (a) 2. No taunting of opponents. (b) Shirt off? Caution for UB.
23. Liquid Refreshment • During a stoppage in play -- but only on the touchline. • May not leave field. • No water bags or containers on the field.
24. Players’ equipment (a) 1. Must meet Law 4. (a) 2. Shirts tucked in, socks up, shinguards on, no dangerous items. (b) Visible undergarments allowed, but must be same as main color of shorts. (c) Non-standard items must be safe.
25. Role of the fourth official • Assist the referee at all times. • Inform referee if wrong player cautioned or (not) sent off. • Inform referee of violent conduct outside referee’s or ARs’ view. • Referee retains final authority.
26. Trickery Deliberate trick to circumvent text and spirit of Law 12 regarding passes to goalkeeper? Caution for UB.
27. Technical area • Team officials must remain within technical area. • Only one person at a time may give instructions to players. • Absence of markings does not relieve officials of obligation to behave responsibly.
28. Reckless Challenges Take stringent measures against players using arms and elbows without due care -- apply the sanctions available under Law 12!
29. Simulation • Any simulating action must be cautioned as UB. • Includes faking an injury, exaggerating the seriousness of an injury, faking a foul (diving) or exaggerating the severity of a foul.
