  4. Areas for Improvement • Signaling • Loudness • Calls made too quickly • Positioning • Plate umpire: toe at catcher’s heel, very close to plate • Base umpire: A position, eyes watch base • Confidence

  5. Local Rules Review

  6. All Divisions • Warmups end 10 minutes before game time • No new inning may start 45 minutes before the start of the next game on that field • Courtesy runner rule removed

  7. Majors • No 10 run rule • 5 runs per inning limit • Unlimited runs in 6th inning

  8. AAA • Weekday games end by 7:30 • Fastballs and changeups only • Minimum of eight players

  9. AA • No new inning after 2 hours; game halted at 2.5 hours • Bigger strike zone • Defensive field coach allowed • Switch to coach pitch after two walks • Maximum five coach pitches (unless 5th is fouled) • 10 fielders • No stealing • Play is dead once ball is controlled in front of lead runner • No infield fly rule

Farm • Game halted at 2 hours • Defensive field coach allowed • Removal of nine batters max per inning (NEW!) • After three balls taken through strike zone, call non-swinging strikes • 10 fielders • No stealing • No infield fly • Ball hit into pitching machine or operator is dead, start new count on batter • Infielders no closer than three feet from dirt area (except pitcher); outfielders stay in outfield grass • Ball is dead once controlled in front of lead runner and/or thrown back to pitching machine operator • Overthrows: ball is dead and only award the base being run to. Does not apply to overthrows at home plate.

  11. Rules Clarifications

  12. Rule 5.07 • For all Minors divisions (AAA, AA, Farm), the side is retired when: • Three outs have been made • The entire lineup has batted (cannot bat twice in one inning) • 5 runs have been scored

  13. Rules 3.17 and 4.05 • Only three managers/coaches are allowed per team on the field or in the dugout • At least one coach must always be in the dugout • Base coaches are mandatory • Unique situation in Farm • If offensive coach operates pitching machine, one base coach must be a uniformed player (with helmet)
