SOP Environment – key aspects • Financial allocation: 5.6 billion Euro, out of which 4.512billion Euro –Community contribution and 1.076 billion Euro – national contribution • Decentralized management - MA/IBs/Beneficiaries • Financial support for water/waste/district heating/nature protection/flood protection • Main beneficiaries– local authorities • Regional projects – water/waste
SOP Objectives • Global objective– protection and improvement of living and environmental standards, aiming in particular at compliance with EU acquis • General strategy – 3 main strategic directions: • improvement of access to public utilities; • improvement of environmental protection sustainable development • strengthening of institutional capacity development of efficient management structures for environmental services

Water/waste water sector – top priority The most demanding environmental sector • 19 billion Euro – total estimated investment costs for compliance with EU Directives • Approx. 8.6 billion euro needed by 2013, only 4 billion available under SOP • Optimisation of investment cost at macro level – a must • Regionalisation – part of the solution (economies of scale)
Financial allocation: TOTAL 3.266 billionEuro CF Contribution 2.776 billion Euro National contribution 489.9 million Euro Indicative activities Construction/modernization of water sources intended for drinking water abstraction; Construction/rehabilitation of water treatment plants; Extension/rehabilitation of water and sewerage networks; Construction/upgrading of wastewater treatment plants; Construction/rehabilitation of sludge treatment facilities; Metering, laboratory equipment, leakage detection equipment, etc; Technical assistance for project preparation, management and publicity, etc. Beneficiaries – water companies – Regional operators PRIORITY AXIS 1
Circumstances Need to comply with EU acquiswithin negotiated transition periods High level investment needs, but available EU funds – limited Reliable water companies only in some large municipalities; not the case in small and medium agglomerations Water sector – not attractive for private business yet Strategy Development of regional projects - grouping of more agglomerations in the same geographical area – aiming to optimize the investment and operational costs IDA, ROC – pre-requisite for EU financing Building on previous experience (MUDP, ISPA, SAMTID) Reliable ROC – key PRIORITY AXIS 1
Financial allocation: TOTAL 1.167 billion Euro ERDF contribution 934.2 million Euro National contribution 233.5 million Euro Indicative activities Acquisition and installation of selective collection systems; Construction of sorting, recycling and composting facilities; Acquisition of waste transport vehicles; Construction of municipal waste disposal facilities; Recovery of gas from landfills; Construction of adequate facilities for municipal hazardous waste; Closure of non-compliant landfills; Land restoration and cleaning Technical assistance for project preparation, management and publicity, etc. Beneficiaries - County Councils PRIORITY AXIS 2
Financing Strategy Integrated waste management projects - to cover urban and rural localities, at county level. Optimization of investment and operation costs. Association of localities in order to improve the waste management infrastructure - pre-requisite for project approval. Analysis of existing contracts – possibilities of amendment or termination PRIORITY AXIS 2
Financial allocation: TOTAL 458 billion Euro CF contribution 229 million Euro National contribution 229 million Euro Indicative activities Rehabilitation of boilers and turbines ; Introduction of BATs for SO2, NOx and dust reduction ; Introduction of improved metering; Rehabilitation of non-compliant slag and ash landfills; Rehabilitation of heat distribution networks; Technical assistance for project preparation, management and publicity, etc. Beneficiaries - local public authorities (City Halls) in selected municipalities PRIORITY AXIS 3
Financial allocation: TOTAL 215 billion Euro ERDF contribution 172 million Euro National contribution 43 million Euro Indicative activities Assistance in the preparation of management plans; Institutional capacity building within protected areas; Construction and improvement of infrastructure of protected areas; Monitoring systems for the Natura 2000 sites and protected areas; Preparation of information and publicity and awareness raising materials; Acquisition of high biodiversity value land . Beneficiaries - administrators of protected areas, National Agency for Protected Areas and Biodiversity Conservation, EPAs, public authorities, NGOs PRIORITY AXIS 4
Financial allocation: TOTAL 329 billion Euro ERDF contribution 270 million Euro National contribution 59 million Euro Indicative activities Infrastructure for flood prevention and reduction of the destructive consequences of floods; Development of hazard and flood risk prevention maps; Rehabilitation of Black Sea shore affected by erosion; Technical assistance for project preparation, management and publicity, etc Beneficiaries - National Administration “Romanian Waters” PRIORITY AXIS 5
