GRRB Mandate • Independent Co-management Board • Established under GCLCA to be the main instrument of wildlife, fish and forest management in the GSA • Mission • To conserve and manage renewable resources within the GSA in a sustainable manner to meet the needs of the public today and in the future • Powers and Responsibilities • Detailed in Chapter 12 and 13 of the GCLCA
GRRB powers • Develop a GSA harvest study • Establish Gwich’in Minimum Needs Levels • Establish, modify or remove Total Allowable Harvest, if required for conservation • Government and the Board work in close collaboration • May participate in harvesting studies
RRC powers • To allocate any Gwich’in Needs Level for that community among local participants • To manage local exercise of Gwich’in harvesting rights • Shall participate in the collection of local harvesting data
Working Together • Work with other land claim groups on migratory and transboundaryspecies (i.e. caribou, char) • Harvesting studies in the GSA shall directly involve the RRCs and Gwich’in harvesters • The Board shall consult regularly with the RRCs
Gwich’in Harvest Study • GRRB harvest studies • Initial GSA Harvest Study: Aug 1995- July 2004 • Current harvest data collection initiated in 2009 • Purpose: to ensure sustainability of wildlife based on relevant factors
Gwich’in Harvest Study • How do we do this? • Contracted with RRCs to conduct harvester interviews • Established current harvester list in consultation with RRCs • RRCs hire interviewers, GRRB provides training • Interviewer conducts in-person harvester interviewers • notes changes in harvester status (eg. no longer active) • Data returned to GRRB for input and then to RRCs for verification (still needs to be complete)
Next steps • RRCs need to review and verify data • Harvester response rates to be calculated* • Total estimated harvest to be calculated • Continue to work with RRCs to improve this process
