LOBBYING • WEBSTER'S 1964 – “Lobbying is generally considered a sinister activity involving influence peddlers, five percenters or anonymous persons offering gifts for legislative favors.” • LOBBYING -- "Lobbying" is defined to be any personal solicitation of a member of a legislative body by private interview, or letter or message, or other means and appliances, to favor or oppose or to vote for or against any bill, resolution, report or claim pending.

  3. There is extensive evidence that lobbying is quite possibly the OLDEST profession

  6. Now What? • Governor Corbett: “I will oppose all new tax increases…that includes fees and other levies.” • House Majority Leader Mike Turzai: “There will be no tax increases, no new borrowing.” • Senate Majority Leader Dominic Pileggi: “We will hold the line on new taxes.”

  8. SIX BASIC PRINCIPLES 1. You must thoroughly understand the process -- both the written and unwritten rules of the game. 2. You must know the key officials and understand how they vote and why. 3. You must know how to accurately count your votes and even more importantly, how to deliver them.

  9. Six Basic Principles 4. You must avoid to the extent possible playing partisan politics. 5. You must be willing to financially involve yourselves in the campaigns of those officials 6.
