Slide 3 Alternative indicators • High HDI, national average becomes almost irrelevant (0.833 to 0.885). • Need to focus on indicators of deprivation such as HPI-1 or HPI-2 or on disadvantaged groups (disaggregated data) • Housing is one of the basic needs. Most important is to identify and locate those with most pressing needs.
Slide 4 Housing and social inclusion in the MDGs • HPI-1: probability at birth of not surviving to age 40, adult illiteracy rate, % of population not using improved water sources, and % of children under five that are underweight. • HPI-2: probability at birth of not surviving to age 60, % of adults lacking functional literacy skills, % of people living below the poverty line, and long-term unemployment rate • MDG, target 11: Secure tenure, and sanitation based on a new definition of slum dwellers • Homelessness…
Slide 5 Housing and social inclusion in the global HDR • One of the areas where the GHDR is weak because poor availability of international indicator • HPI-2 is not calculated for Eastern European countries
Slide 6 Recent initiatives • Requires innovative work such as the use of qualitative data, for example the World/ European values survey.. • UNHCR (refugees displacement) and UNHABITAT with slum dwellers: a person living in a household that lacks one or more of: adequate water, adequate sanitation, durable housing/ safe location, security of tenure, sufficient dwelling space.
Slide 7 Slum dwellers • Access to good sanitation • Secure tenure meaning that households had a title to the property they said they owned or a lease/ rental agreement that was legally valid; UN HABITAT has now embarked on a programme to identify slum strata so that national surveys such as DHS would be able to include the slum strata in their design.
