  3. DC-CAS Targets Safe Harbor is for groups of 40 or more "Full Academic Year" students that tested at least 95% and did not meet the proficiency target. These groups can make Safe Harbor, and AYP, if they reduce the percent not proficient the previous year by at least 10%. For example, if an elementary school had 10 percent proficient (i.e., 90% not proficient) in SY06/07 they would need to have at least 19 percent (10% of 90 added to the 10 percent from SY06/07) proficient in SY07/08 to make Safe Harbor.

  11. DC-CAS Targets Reading Example: 4th grade student scores 39 out of possible 54 Raw Score points. Multiply 39 x 1.85 to get percentage (72%). Mathematics Example: 4th grade student scores 46 out of possible 60 Raw Score points. Multiply 46 x 1.66 to get Percentage (76%)
