Presentation Overview Recent experience of EU proposal submission • Details of a specific EU funding programme (Switch Asia) • Highlights of personal submission • Challenges • Lessons • Final messages
1. Switch Asia Programme • Sustainable Consumption and Production (SCP) themed • 30 million Euros (2012 call) for Asian countries • Project based, less focused on research • Deadline 23rd March (last Friday!) • Principle requirements: EU partner, non-profit making • Primarily focusing on: • Small and Medium Enterprises (SMEs) • Manufacturing sector
1. Switch Asia (cont.) Expected results: 1) Reduce the environmental and social cost of production and consumption 2) Move SCP practices from demonstration to replication 3) Norm shift in policy-making towards sustainability http://ec.europa.eu/europeaid/where/asia/regional-cooperation/environment/switch_en.htm
2. Highlights • Identify a project relevant to the call • Improving environmental and food safety standards of the Malaysian F&B industry • Ensure it meets both sustainable consumption and production • Stakeholder engagement • UTM funded research from August 2011 – February 2012
2. Highlights (cont.) • Identify Partners and Associate Partners • Malaysian International Chamber of Commerce and Industry (MICCI) • Federation of Malaysia Consumers Association (FOMCA) • Leeds University (UK) • Find a Lead Partner • Find Associate Partners
2. Highlights (cont.) • Set a budget • Between 500 K – 2 million Euros • 1.1 million Euros • Clarify roles and responsibilities • PADOR Registration required http://ec.europa.eu/europeaid/work/onlineservices/pador/index_en.htm • Write a 5 page Concept Note • Relevance, including why important to local context • Objectives & Results • Main Activities
3. Challenges • Finding appropriate partners • Lead applicant (in particular) • EU Partner (and willing to work in Asia) • Non-governmental Organisations (NGOs) • Stiff competition so needs to be good • Heavy time input • Meeting partners • Building contacts and relationships • Writing proposal (potentially 2 stages)
4. Lessons • Start the process early! • Knowing the call and specific requirements • Takes time and effort • Not research - UTM ‘unlikely’ lead applicant • Many proposals rejected due to incorrect administration details • Need reliable and wide contacts • Partners are critical • Clear ‘ownership’ of proposal • More detail the better…but resource intensive!
5. Key Messages • Effort required but rewards are high • Attention to detail goes a long way • Good practice for academics writing proposals • Excellent contact building exercise Rory Padfield rory@ic.utm.my, rorypadfield@gmail.com Mobile: 013-6632037
