Some Theoretical Issues ‘Hardware connections law’ – value of a network goes up with the square[?] of its size’ But is the same true of people & organisational networks?? ‘Small is beautiful view’ - research needed! Is Tom Allen’s [MIT] theory of ‘Gatekeepers’ still valid? ‘Anyone / Everyone is just 6 steps away from anyone else’?? - X – average number of contacts - X n > Europe’s population if X = 100 and N = 6 [i.e. 1 billion] … But practical issues intervene JRH / mmk May 2003

Some Practical Issues • Languages – Europe has several hundred, the World has 6,000 • Geographical proximity still important in eWorld • Cheap flight routes important [especially for islands!] • Prior history of cross-border cooperation e.g: - Previous Framework Programmes [this ‘soft’ result is a key one] - Others e.g. from USSR time • N.B. Building sustainable mutually rewarding relationships is not easy!!

INTERNATIONAL eCNETWORKING – CURRENT STATUS I • Thanks in particular to Fredric Andres, Kim Veltman and exploitation of EVA Conferences, eCN has commitments from: • UNESCO, especially Digital Silk Roads Project [DSRP] • Asian Network of Excellence in Digital Silk Roads [NII, Japan] • Canadian Heritage Information Network [CHIN] • Chinese Digital Culture Heritage Network [CDCHEN] • Russian Cultural Heritage Network [RCHN] • Digital Silk Roads Cultural Grid Project / University of Michigan- Dearborn, Wayne State University [linked with the National Science Foundation, USA] • EVA Networking [continuing after completion of EC project in December ‘02] mmk / JRH June 2003

INTERNATIONAL eCNETWORKING – CURRENT STATUS II • The countries on the ‘New EU’ borders especially the Ukraine, Turkey & other Mediterranean states are of particular importance. • Russia is in both WP6 & WP7 of the proposal which is sensible given in importance and ability to contribute with regard to a number of NAS states [e.g. Estonia with Russian minority] mmk / JRH June 2003

OTHER INTERNATIONAL LINKSOUTSIDE EU & NAS • These are numerous and include in particular[as well as those regions already covered]: • Latin America [ANID, Universidad SEK de Segovia & EVAN] • US / Canada [numerous of course!!] • Australia Relationships with India, SE Asia, the Middle East & Africa are naturally not so strong, but existing international networks e.g. ICOM, UNESCO include them and they can be built up gradually [see later] mmk / JRH June 2003

PROPOSED 3D ROLE in eCN - IOBJECTIVE 1 – BUILDING A DEEDSpatial Access – 3D Reconstruction & Reproductions • ‘In the context of the ORION thematic network, the National Museums of Scotland are using the National Research council of Canada’s laser camera technology capable of remarkable photos and 3-D reproductions using stereo-lithography. A small group will make 3D access into a further model of the DEER and will explore how spatial access can be integrated into e-Culture framework as a whole. They will focus on three research questions: • Advanced, Accessible [N.B. for the disabled] 3D Archaeology web-site development with consideration to multilingual, multicultural aspects • Large & small 3D interactive Displays for Archaeology exhibitions touring Europe & internationally • 3D digitisation cost trend analysis studies [N.B. this latter issues is a stated EC priority] with obvious use in cost-benefit work etc The approach has been designed to be complementary with the specific STRP proposal being developed by the ORION Consortium ‘end to end 3D from excavation to museum public display & education’, and other initiatives.’ [from proposal] mmk / JRH June 2003

THE FUTURE IScenario A – eCN Current FP6 Approved • ‘Integrate the Efforts of Various Networks and Conferences • International EVA Conferences in China, Japan & Russia [as well as in India & Latin America planned for 2004 if EC support is provided] will enable significant opportunities for international networking, which will significantly assist in providing a more global picture of the changing role of Europe’s culture in the global area. • Over 1,000 participants are expected to participate in the international EVAs outside Europe in 2004 • Other international conferences are organised with the involvement of other eCN international group members and thus the group has a sound overview of the international scene’. THE FUTURE IIScenario B – Parts of eCN are Supported by FP6 Beginning in 2004 • The desired international reach expansion can be achieved using the same approach as set out in Scenario ‘A’ but, - Fewer ‘physical’ presentations - More ‘virtual’ papers at Conferences organised by by eCN international network members • This approach may be considered ‘half-a-loaf’ since for establishing relationships with, for example, national networks, face-to-face contact is best initially • To Discuss mmk / JRH June 2003

THE FUTURE IIScenario B – Worst Case – No Funding in 2004 • The Challenge: is clear to keep alive the Sprit & Vision and maintain current relationships and eCN profile internationally • The Key Question: How should the 8 networks cooperate in 2003 / II & 2004? • Proposal [for discussion]: - ‘Cooperate / Liase in informal [very low cost] manner initially - Evolve the cooperation gradually, being ready for rapid ramp- up as funding for eCN [& sons / daughters] is won! mmk / JRH June 2003

EXPLORING INTERNATIONAL RELATIONSHIP FUNDING • As pointed our by KV, the EC has a budget of €600 million for international activities and exploration has already begun and will be continued as recommended in the eCN proposal. • These opportunities will be explored further, but are not easy to win e.g. ALIS for Latin America – over 200 proposals submitted for last call –but reportedly only some 15 are being funded with naturally Spanish / Portuguese proposals being relatively much more successful N.B. ANID, Segovia & Unicamp Positions?] • EURO-INDIA [2004] and EURO-SOUTH EAST ASIA[2006] organisation is being funded with €1.5 million [Italian contractor]. These can offer significant networking opportunities [N.B. EVA- Delhi, if supported, will be held with EURO-INDIA in March 2004] mmk / JRH June 2003

OTHER FUNDING POSSIBLITIES FOR INTERNATIONAL EXTERNAL SUPPORT • These include: • National Schemes etc – government & other bodies e.g. foundations • Bilateral Schemes • To Discuss • To Discuss Plus of course the IPs / NoEs that are successful in the first FP6 call N.B. Resource is carrying out a special study of International Funding Opportunities at the moment mmk / JRH June 2003

CONCLUSIONS & NEXT STEPS • Whatever the outcome of the Review and current proposal, the efforts should continue – they are too important for Europe and the world for them to disappear • At EVA 2003 London there will be two papers coming out of eCN work: - Lily Kommonen-Diaz - Suzanne Keene • There will be a number of international delegates present including from outside the current eCN • Other next steps will doubtless be discussed at this second eCN Conference including especially further contacts with the current international networking partners [FA, KV & JRH to discuss – others welcome to contribute] mmk / JRH June 2003
