Introduction • Latvia implemented second electricity directive (2006/54/EC) with some delay regarding the deadline of July 2004: • Electricity Market Act (law of 05/05/2005): - enforces provisions of Directives 2001/77/EC (RES), 2003/54/EC and 2004/8/EC (CHP). • Amendments to Energy Law (1998): - enable restructuring of JSC “Latvenergo” (law of 17/03/2005). • Secondary legislation developing legal preconditions for market.

  3. Regulations Resulting from Directive 2003/54/EC and Electricity Market Act: • yearly assessment report by electricity TSO (adopted 25/04/2006); • electricity trade and use.

  4. Regulation on electricity trade and use • Energy supply procedure and terms of tripping; • Rights and obligations of suppliers, system operators and customers; • Switching of supplier; • Supplier of last resort; • Universal service;

  5. Regulation on electricity trade and use • Purchase of electricity from CHP, RES, generating capacities introduced by tendering; • Contracts within the electricity system and market; • Supply of customers; • Obligations and rights.
