BACKGROUND • Levels of traffic congestion have been increasing, causing increased environmental and energy concerns • HOV Lane – A demand management strategy for congestion control • HOT Lane – An alternative to HOV lane with a pricing strategy
BACKGROUND (CONT’D) • The successful operation of HOV lanes has already existed in Houston for a history of 26 years.
PROBLEM STATEMENT • Some researchers and government agencies are now trying to justify the conversion from HOV lane to HOT lane in some urban areas • Benefits and prudence of HOT lane conversion have become an important issue • This study is going to identify how the HOT lane implementation impacts the highway safety
DATA PREPARATION • Harris County study area map shape file • Texas General Land Office website • Accident data (1996-2000) • TxDOT TRF accident file • Harris County major roadway network shape file (fractions of the roadway based on the Harris County control-section map) • Department of Geography, TAMU • Harris County control-section map • TxDOT

RESULTS OF ANALYSIS (CONT’D) • There was a significant decreasing trend of the crash rate on the Katy HOT lane corridor based on the current results from 1998 to 2000 • The crash rates on other HOV corridors were not significantly decreasing • This difference could be partially due to the implementation of HOT lane on the Katy Freeway
RECOMMENDED FURTHER WORK • To expand the sample size of the data • Data up to 2004 would be helpful to analyze the US-290 HOT lane implementation • To compare the crash rate based on the traffic volume • It would bring a more reasonable comparison to integrate vehicle mile traveled (VMT) into the crash rate as a denominator
