FY10 Budgets & Planning • Expect the final budgets to be similar to FY09 • First quarter may be considerably lower though • Target has CAP appropriation significantly lower • House and Senate markups look like they will resolve the $4M+ shortfall • Until the DoD Appropriations Bill is signed, we have to operate under guidance for the lower target • Be sure to document your results for FY09 as soon as possible because distributions will be based on what has been reported in Ops Quals and WMIRS • First quarter drafts will be run next week • Region Commanders do have discretion to make changes within their lines though

  4. New Aircraft Distribution • New Cessna 182Ts will be ready in OCT/NOV 2009 and JAN/FEB 2010 • Training and pickups will be arranged on a first-come first-served basis • OCT/NOV 2009 • AK • AZ • CO • IL • MT • ND • NER • OR • SC • NE • JAN/FEB 2010 • AL • CA (2) • IL • SER • NH • NY • TX • UT

Flight Release Officers & WMIRS Flight Release • FROs must be appointed in Ops Quals • ICs, OSCs, and AOBDs must be qualified FROs in order to maintain those qualifications • WMIRS Flight Release Process has been tested and will go live on 1 October • Tools are available to be able to check and release flights via smart phones, as well as close them out afterwards • Paper process CAPF 99/107 can still be used for remote or limited access release, but must be posted to WMIRS ASAP – CAPF 99s will no longer be hand-signed and mailed

Recording & Reporting Aircraft Maintenance Discrepancies • May need to remove discrepancy logs from AIF • Discrepancies will now be recorded online in the maintenance status section of WMIRS • Pilots must be familiar with CFR 91.205 & 91.213(d) • 91.205 is the instrument and equipment requirements • 91.213(d) specifies that any time a person writes up any instrument, any piece of equipment or any other item in the aircraft as being inoperative or needing repair, a certified pilot or mechanic must make a determination that the inoperative item does not constitute a hazard to the aircraft. • If it does, then it must be corrected prior to flight. • If it is not a grounding item, the pilot or mechanic must make a note of when and how it will be handled

Recording & Reporting Aircraft Maintenance Discrepancies • Tell your members that if they notice that items are not getting repaired on CAP aircraft in a timely manner, they should report that to their unit commander, group commander (if applicable) or wing commander. • The safety of operating all of our equipment, including our airplanes, is our number one concern.

CAPF 18 Changes • CAPF 18 has been pulling data from WMIRS sortie reporting for quite some time, but wings could adjust the CAPF 18 directly – that will change • Beginning 1 October, the CAPF 18 will purely be a validation tool and confirmation of all data being correct in comparison to aircraft logs • Edits will have to be made in WMIRS correcting sortie details, and will need to be timely • Maintenance drawbacks will be accomplished on schedule each quarter whether the report has been confirmed or not

JTFN Missions • Successful support from FL and TX is resulting in increased opportunities for support • CBP & USCG are definitely pleased • More TX support is being added as well as adding PR in FY10 – pending funding approval • These missions begin planning 6 months or more out, and tentative campaign plans for FY11 are already in the works • Interest is being expressed for northern border operations as well as west coast support - expect more to follow later in FY10

JTFN MissionsWhat should you expect? • Missions are typically one to two months in duration • Not flying every day – primarily weekends • Some ARCHER utilization • Night and Day Operations • NVGs provided by JTFN or supported agencies • Crew rest planning and backups are necessary • Over water operations are conducted • Water survival equipment procurement or recertification when required can be provided by NHQ • Don’t wait until the last minute to make requests as we have no control over vendor priorities • Crews have required legal and mission specific training they must complete before they will be allowed to participate

JTFN MissionsWhat should you expect? • Missions must have a CD nexus, and CD screened crews are preferred but not always required • Missions have a low to no Public Affairs profile • Daily SITREPs are required and are high visibility items – it is critical that they are filed on time – 2100 Mountain Time normally • Expect ICs and main POCs to have to work closely with HQ CAP/DO and the CAP NOC

Surrogate Predator • Supports training of deploying DoD personnel for Green Flag East at Fort Polk, LA and Green Flag West at the National Training Center at Fort Irwin, CA, and is funded by Air Combat Command and Joint Forces Command • Aircraft retrofitted to do this mission will primarily support that, though it could be tasked for other high priority DSCA support • Expect 10 or more missions a year at each site with as much as 80 to 90 flight hours per mission • This is Government Furnished Equipment, and ACC sets the rules for usage

  13. Surrogate Predator • Training begins this fall for Green Flag East - Train The Trainer first • ACC is writing and providing the TTT • Qualified instructors will then train local crews • Operations will begin as crews are qualified • Expect Green Flag West support to begin later in FY10

Full Motion Video Project • AFNORTH is working with CAP NHQ and Space and Missile Defense Command (SMDC) to develop a full-motion video capability for CAP aircrews • Prototype systems have been tested, and funding is being sought to procure carry-aboard systems as GFE through DoD channels as well as getting some aircraft equipped with higher fidelity systems • Systems will integrate with our existing infrastructure but also meet AFNORTH requirements for multiple paths of transmission, blue force tracking, and dynamic chat and white-boarding capabilities

CAPR 60-3 • Interim Regulation Released • Moves a lot online like was done with CAPR 60-1 on the NHQ CAP/DOS Website – check it often • Several new specialties released and more coming • New CAPF 104 released in conjunction – we suggest you use the WMIRS version whenever possible so that the data is stored electronically, and reports are automatically populated • Though a new CAPT 116 is being produced, it is not significantly different, so we will not require all members to re-take it at this time – expect to do so with the next version • A team is currently working to combine the 60-6 and any other special Mission requirements (JTFN) with 60-3 – expect a combined pub in FY10. http://members.gocivilairpatrol.com/emergency_services/operations_support/index.cfm

  17. Communications • Narrowband transition is in full swing – make sure your wing DC records when sites are put online on the NTC site so that the repeater directory is up to date and key personnel can identify problems • FY09 funding expires, and cannot be extended – get your reimbursement requests in ASAP • No funding is available in FY10 right now; NHQ will do what it can once we know what CAP has for a final budget • NTC is moving to new facilities on DSCR this fall which will likely cause some delays – please plan accordingly and don’t wait until the last minute if you have a critical request

  18. Communications • Encryption guidance will be published soon • Expect more required usage in the future as tools are made available to the field • Some missions already require encryption • National communications team is currently working on the next strategic plan for 5 to 10 years out
