Plan Review Update • Plans Received on March 15 • RASA and CARB jointly reviewing plans • Reviews completed NLT June 30 • Priority given to Advice Letter filers • Review Letters • Will approve plan or require revisions • RASA will advise Energy Division
Plan Evaluation • Completeness • All 26 BP’s addressed in some way • Innovation • Cost and Reduction Estimates • Are estimates provided for major programs? • Do any programs appear excessively costly? • RASA may request revisions
Initial Impressions • Good response overall • Considering first time ever • SEMPRA’s summary table very good • Most filers followed the template • Thank you! • Emission reduction estimates very useful • Good R&D/Pilot Descriptions
Some Innovations • Capture blowdowns with CNG Truck • Focus on Super-Emitter Leaks • Risk-Based annual leak survey • In lieu of 3-year survey everywhere
Concerns • Reduction and cost estimates missing for some plans • Perhaps review of other plans may help fill in these gaps
Lessons Learned • Some BP’s just don’t apply for the smaller utilities – no high pressure, etc. • Template format becomes redundant when same answers apply for many BP’s • Appendices/Attachments should have a standard location across all plans
