1. 1 Real-time HVAC Performance Monitoring Techniques Developed during Retro-commissioningCounty of Los Angeles - ISD We welcome you all to the this session of “Sustainable Development & Energy Management”. Hope you had good lunch; and, it’s time to nap…not quite…me and colleague, Brian Roberts, are going to open this session by jointly presenting our experience with retrocommissioning of HVAC systems in existing buildings. 2. 2 Why Building Tune-Ups?Typical Commercial Building Energy Use
3. 3 Adapted RCx Process And, the process was as orderly as it could be for an individual building – except that 11 buildings were in different phases at any given time.
Utility bills were analyzed using Cal-Arch application during the Benchmarking phase to get Energy Utilization Index.
During the Investigation Phase the RCx Provider rolled up their sleeves, got sub-contractors involved and tested every component of system for functionality. There was a lot of action in the field.
Deficiency list was generated that was mostly handled by ISD crafts.
By this time, RCx Provider had a pretty good idea about energy efficient measures required to produce energy savings.
Energy savings potential was derived from running an energy model using eQUEST.
Many EEMs were implemented by subcontractors hired by the RCx Provider.
Systems were functionally tested using industry standard protocols.
Training manual, specific to each facility, was developed and staff was trained in the field and in classroom setting.
System-level benchmark for the purpose of sustainable savings is a major topic of this discussion and Brian will present it to you.

4. 4 HVAC RCx Measures Tested and calibrated all existing controls
Improved Chiller Sequencing
Chilled Water Reset
Installed customized Purge Cycles
Optimized Economizer Controls
Optimized Start
Installed Boiler Hot Water Reset Controls
Installed Discharge Air Reset Controls
Improved VAV Static Pressure Controls
Performed Diagnostic Air and Hydronic Testing
Selective air balancing and terminal box repairs
Optimized Sequence of Operations The biggest that was accomplished during the retro-commissioning process was that most of the critical component level deficiencies were corrected.
Sensors and related controls were calibrated and tested.
At system level, we established improved chiller sequencing, added purge cycles, got economizers working again at many places.
On airside, new discharge air temperature resets were implemented on cold and hot side for double-duct systems.
Zone level test were conducted and select air balancing and terminal box repairs were performed.
