  5. Electricity generation from RES in Austria • First place in the share of renewable energy for electricity production in EU-27 • Share of RES : appr. 62% • Generation is traditionally dominated by large hydro power plants

  6. Electricity generation- Installed capacity in MW (2006)

  7. Green Electricity Act 2003 • National implementation of Directive 2001/77/EC • Feed-in-tariff System: • guaranteed tariff (amount and duration) • Electricity supplier are obliged to purchasegreen electricity • Funding by: Final customers and suppliers

  8. Amendment of Green Electricity Act 2006 – Modification of promotion mechanism • Approval of green of electricity plant by the province (regional government) • Management of the promotion mechanism by an independend Green Electricity settlement Center (OeMAG) • Operator of green electricity plant has to sign a contract with OeMAG to get the feed-in tariff • Tariff determined by a decree of the minister of economic affairs • New contracts with Operators: • first come first serve • final customers pay a lump sum fee per metering point • Obligation for Electricity suppliers to buy green electricity for a fixed transfer price

  9. Promotion of green electricity (Green Electricity Act) • Financial support for • small hydro (up to 10 MW): feed-in tariffs • medium hydro (10 to 20 MW): investment subsidy • other green electricity (biomass, wind, …) : feed-in tariffs • Target: 10% „other“ eco-electricity until 2010 • From 0,9% in 2002 to 8% in 2007 • Financial support: about 240 Mio. €/year

  10. Promotion mechanism for green electricity Small Hydro Power Feed-in tariff Supplier transfer price SH: 6,41 Cent/kWhOGE: 10,51 Cent/kWh < 10 MW installed cap. 11. Average feed-in tariffs

  12. Installed capacity of green electricity power plants(within the subsidy scheme)

  13. Green electricity generation2008 (promoted) overall appr. 950 MW

  14. How to reach the Austrian Targets - Measures and Initiatives • Energy Strategy (development and implementation) • R & D:(Smart metering/Smart grids, E-Mobility) • Subsidies of investments • Increase of Energy Efficiency and RES in all sectors • Awareness Raising:

  15. Climate protection initiative launched by the Federal Minstry of Environment and managed by the Austrian Energy Agency Programmes are focused on: • information and awareness raising • consultancy and training • market transformation • introduction of quality standards in close cooperation with market actors and regions

  17. Austrian Energy Partnerships – an Overview • "Memorandum of Understanding" • Managed by AEA and a selected partner in the partner country • Promotion of Renewable Energy and Energy Efficiency • Networking and information activities • Capacity Building and support in the development of frameworks • Demonstration-Projects (Identification, Feasibility-Studies etc.) • Platform for the identification and realisation of concrete investment projects • Preperation of „Joint Implementation“ in the framework of Kyoto Protocol • Point of departure for the development of closer co-operations • Partnerships with: Romania, Bulgaria, Czech Republic, Slovak Republic, Ukraine, Belarus, Slovenia
