  3. Background • CIPA • Children’s Internet Protection Act • Federal law • Requires Internet filtering for minors • Applies to public schools and libraries receiving USF funds • Requires a public hearing to describe the filtering system

What CIPA Requires • Schools subject to CIPA must do the following: • Certify that they have certain Internet safety measures in place including the following: • Blocking or filtering pictures that: • are obscene • contain child pornography, or • when computers with Internet access are used by minors, are harmful to minors • Adopt a policy to monitor online activities of minors

What CIPA Requires (cont’d) • Schools subject to CIPA must do the following: • Adopt a policy addressing: • access by minors to inappropriate matter on the Internet and World Wide Web • the safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications • unauthorized access, including so-called "hacking," and other unlawful activities by minors online • unauthorized disclosure, use, and dissemination of personal information regarding minors • restricting minors' access to materials harmful to them

Internet Filtering System • Software used: • Smart Filter, Bess Edition, “Bess” • Filtering service is purchased through Macomb ISD • Used by multiple districts in Macomb County • Filtering is automatic • Lakeview has been using a Bess filtering system for a number of years and well before CIPA was enacted

  8. Features Available • Authorized override • Block and allow file types (e.g., MP3) • Custom categories • Filter by user or group • Reporting • Scheduled-based filtering
