Fiscal 2010 Spending Proposal • The ‘excess’ funding of $300,000 (difference between actual proposal and April ‘placeholder’) would come from existing, unrestricted cash reserves. • It is proposed that we draw from our unrestricted, long-term investment earnings a Spending Policy amount of $400,000 (65% of the maximum allowed under the present formula; equivalent to expected long-term earnings in Fiscal 2010). • While United Way of America’s membership requirements would allow us to deduct up to 13.1% from donor-directed gifts, designated gifts through the 2009 United Way Community Campaign will be subject to a 10% fee capped at $100 per designated gift. Capital Plan – Fiscal 2010 • Funding for such investments in our past has come from organizational reserves. • Due to expected funding challenges for Fiscal 2010, Management will bring any specific requests for capital acquisitions (i.e. technological resources, interior and/or exterior building improvements) to the Finance Committee for approval on a case-by-case basis. Recommendation for Motion • Motion: To approve Fiscal 2010 Operational Plan and Spending Proposal, totaling a net $3,409,000, and inclusive of: • Spending Policy withdrawal from unrestricted investments of $400,000; and • Administrative fees on donor-directed gifts of 10%, capped at $100.
