Report on IPC-related IT systems IPC Committee of Experts 49 Patrick Fiévet Head of IT Systems Section International Classifications and Standards Division Geneva February 22, 2017
Agenda • Migration to WIPO new authentication and Identity management system • Text categorization in the IPC • IPC Publication platform (IPCPUB7) • Since IPC WG 36 • Archive mode • Review and decisions on Offices suggestions
Migration to WIPO new authentication and Identity management system • Completed: • ICS Data Capture • IPC E-Forum • IPCRMS • IPCRECLASS
Text categorization in the IPC • At the opportunity of IPCCAT Retraining based on IPC 2016.01: • First observation since 2013 on the English training collection • Increase in number of Main-Groups: + 4% • Increase in number of trained Main-Groups: +2% • Coverage by the training collection at Main-Group: -2% • Evolution IPCCAT precision (3 guesses): no change (81%) • 33 Millions of documents uploaded in database with: • 45 Millions of CPC symbols • 35 Millions of IPC symbols • Data preparation to resume research on text categorization
Automatic text categorization in the IPC • Potential perspectives or applications • To revive legacy IPCCAT ES, FR, EN, DE, RU, ZH (done in 2005) apply to other languages • Revive IPCCAT clustering technics (KNN) to monitor classification practices and IPC revision candidates • To confirm whether automatic categorization at Group level in specific subclass or Main group works e.g. in reclassification as potential alternative or complement to default transfer • To confirm that its combination with CAT tools works • Missing IPCs with indication of “Machine generated” and IB as generating Office
IPCPUB • Since IPC WG 36 • Integration with IPCCAT retrained with IPC 2016.01 documents • Advanced search (except STATS part) • Warnings • IPC bridge • IPC 2017.01 is published in IPCPUB7 only • 2017.01 Static scheme files and viewer for some National Offices • Archive mode
IPCPUB - Archive mode Background & Problems to solve: • IPCPUB Functional Evolution over time: Pre-reform, IPC Reform, Core/advanced levels, illustrations, definition tabs, Corrigendum, Compilation, CPC&FI, IPC version indicators, data exceptions… • Rare opportunities to changes to Input Files specifications (2006 and 2015) • Support of historical IPC Versions in a single platform, i.e. recurrent need to consider: adaptation of legacy IPC versions, when possible at all.
IPCPUB - Archive mode Background & Problems to solve: • Rare opportunities to changes to Input Files specifications (2006 and 2015) • Support of historical IPC Versions in a single platform, i.e. recurrent need to consider: adaptation of legacy IPC versions, when possible at all (e.g. IPC 2016.01 Definitions) • IT support costs containment
IPCPUB as from 2017 • ACTIVE Versions: Priority given to the support of functionalities for current and future IPC versions e.g. 2017.01, 2018.01…until it conflicts with a new IPCPUB evolution • ARCHIVED versions: Freeze on presentation of legacy IPC versions as published while in force on the basis of PDF format • Archiving of IPC 1 to IPC 2016.01on the basis of IPCPUB 6 layout (including its potential defects)
IPCPUB - Archive mode • Archived IPC version: • Scheme, • Definitionwith their illustration, • RCL, • Compilation • “Colored” PDF archive based on the most complete view at subclass level (monolingual or bilingual) • Black & white 2 columns PDF preserved download and IT support area • Limited search features in archived IPC versions
IPCPUB7- Status for version 7.0f • Data: • All IPC versions under a single IPCPUB (7) • 2017.01: active version missing definition and CI • 2016.01: Archived version to be redone: Scheme, Definitions, RCL, compilation, CI not needed • IPC1 to 2015.01: Archived versions to be redone • Tree view for IPC+CPC or FI (but not both): Ready • IPC warnings: Ready • IPC bridge:Ready
IPCPUB7- Status for version 7.0f • Functionalities: • Smart Search: ready • Advanced Search:in progress • IPCPUB key Web services: ready • IPCCAT REST service: ready • On-line help update : in progress
IPCPUB7- Plans for version 7.0 • Functionalities: • Complete compilation in PDF: in progress • IPCPUB missing Web services: finalization in progress • STATS part of advanced search: to be done • Access to archived versions at symbol level: in progress
IPCPUB7- Plans for version 7.0 • Functionalities: • Package for National Offices: in progress Expected availability for Offices: end of Q1 2017 • IPCPUB 6 phasing out Q2 2017 • Text search in archived version: to be considered • Integration of static viewer (performance): to be considered • Other request based on CE decision
