Health Equity Audit • PPF requires LDPs to be informed by a health equity audit (HEA) and an annual public health report • Effective use of HEA is a CHI star performance indicator for PCTs for 2003/04 • SHAs have a performance management role in ensuring that all PCTs are developing and using HEA effectively
Health Equity Audit • DH have just published guidance on HEA • Initial focus could be on PPF Targets and National Capacity Assumptions eg • early antenatal service booking • step 2 of health equity audit cycle (equity profile: identify the gap) • Involves mapping need • Each mapping of need will be different eg hip replacements, ante-natal care, health visitors, primary care services • Need proxies required eg age-standardised sex specific CHD mortality < 75 by wards grouped into deprivation quintiles • Against service uptake/use • Eg service uptake for CABG/PTCA/Angiograms • Dimensions: geography, age, sex, ethnicity • Interventions then required to address identified service gaps • Eg disadvantaged areas deficit for health visitor per 1000 births compared with more affluent areas • StHA will be requiring all 6 steps of HEA process to be addressed
