  3. Network Capacities of Social Partners • OEKhas increased its network and has been active in TCC and Collective Agreement. It has started the institutional reform • UISKan important stakeholder in the social dialogue. It has played an important role in the Collective Agreement and in the process of privatization. Administrative capacities and financial sustainability remain weak points. • CFSK has managed to get organized to a degree, administratively and also in terms of regional extension. It has good relations with the Government and the KCHC.

Legal and Institutional FrameworkConclusions and recommendations • A basic legislation has been amended and basic principles for social dialogue have been set up • But, principles should be defined more precisely, secondary legislation should be drafted and procedures should be formalized • Reasonable number of institutions have been established to keep and advance social dialogue. Participation of partners is satisfactory whereas their impact partial. • It is a responsibility of Government and social partners to review current legislation in the field of education and employment: • To clarify roles and responsibilities at all levels and of all social partners involved • To prepare legal infrastructure that will support the institutionalization of cooperation of all stakeholders involved in the system of education and employment

Social Partners and Vocational Education and Training in Kosovo • Social partners are involved in all activities related to VET, especially in preparation of laws, policies and strategies • Capacities of social partners have been strengthened, but not a level that will initiate or manage VET reform process • Ownership of process, sustainability and devotion of social partner is missing • Weaknesses in planning of the capacities by the social partners are reflected by deficiencies of involvement of partners in key aspect of VET planning system • Social partners have been involved in the reform process of plans-programs even though initially they were not invited by MEST and MLSW during the development of plans and programs • National Framework on Quality Assurance has been successfully piloted and has included key stakeholders • Lack of human and technical capacities is common denominator of almost all social partners – IPA is a good instrument for this objective • To ensure sustainability of social partners

Social partners and employment policies • A National Forum on Career Guidance has been established nad it is supported by the National Center for Career Guidance (NCCG) that cooperates with social partners • Shortage of a employment research system or continuous education causes problem for school drop-outers • There is no continuous post-secondary education, as well as provision of training, formal and non-formal • Social partners are aware that VET system should address the needs of job market • There are successful projects of employment generation (job market measures) but not enough if compared to the needs

  10. Decentralization in provision of policies and division of responsibilities • Social partners to take part more actively in decision-making, because central institutions have a tendency to keep decision-making competences for themselves • NEP partnership has shown how local social partners can cooperate for improvement of local economy and generation of working places • To develop capacities of local social partners • Results of LEEDAK project and partnership in Kamenica should serve as a good example for other regional initiatives.

Role of Social Partners in programming and implementation of IPA • Participation in programming and implementing CARDS projects has been at a very low level, not to speak of project monitoring or quality assurance • Projects have been managed and articulated by donors, that quite often haven't reflected the needs of the partners • IPA programming is done with a wider partner participation, because Kosovo government has taken a more wider ownership in this process • Social partners are members of WGDHR, even though their involvement has been symbolic • To exploit IPA program • To use different documents produced so far for preparation of concrete projects

International Positioning of Social Partners vs. International Organizations • Social partners are active in adhering to international organizations and widening their network • KCHC has good cooperation with alike organizations in the region and Europe • UISKhas become a member of ICFTU that now is known as ITUC. It has applied for membership in ILO • KCHC, UISKand the Government take part at regular ILO conferences in Geneva. UISKalso has good relations with other syndicates in the region and wider • Other syndicates have expanded their network as well

  13. Need of building capacities of social partners • Social partners need building of their administrative and professional capacities • To provide generic and professional training • To increase skills on Project Cycle Management (PCM) • To organize training for lobbying and fundraising, especially for organizations that have difficulties to keep the solvency • Networking with international organizations • To organize more specific training (education and employment)
