Adopted legislation • Law on Higher Education (2010, 2011) • Law of NQF (2010) • Strategy of Development and Financing of HE in Montenegro 2011-2020 (2011) • Decree onFinancing of HE (2011) • PPP Models for students` acommodation (2011) • Enrollment policy at University of Montenegro (2012) • Laws and by law acts in the area of recognition

Development of Higher Educationbased on Strategy of Development and Financing of HE • Quality Assurance; • Linking of HE and the labour market and increasing of the entrepreneurial and innovation character of education; • Participation of population with higher education degrees aged 30-34 needs to be at least 40% in 2020; • Establishment of the model of life-long learning based at good international practice; • Higher education which is research oriented; • Internationalization of higher education.

Quality Assurance • Council for Higher Education • List of national and international experts for external evaluation • Center for Quality Assurance • Following activities are planned through WB project HERIC (2012 – 2017) • Capacity building • Screening of HE institutions • Assessment of Bologna principles implementation • New models of financing of HE

  6. National Qualification Framework • Law on NQF (2010)- 8 referent levels, compatible with EQF • Council for Qualifications (formed and operational) • 15 Sectoral commissions (formed and operational)

  7. Challenges • Implementation of Europe 2020 Strategy • HE institutions being competitive at international level • Reform of HE Financing model • Social Dimension • LLL • HE and Labor Market allignment/better employability
