Introduction • Climate Change (CC) indeed is a crucial issue at global, national, sub-national to local level. • It’s adverse impacts pinch worse the Developing especially the rural poor in the Least Developing Countries (LDCs’), due to: • Low level of awareness, • Limited capacity (Financial, technical, institutional and technological). Introduction • Therefore there is need for urgent action on the UNFCCC article 6 pillars: • including education, training, public awareness & participation, not undermining access to information and international cooperation • Ref: Agreed COP18/Doha 8 year work programme on Art. 6 Expert Meeting on Climate Change Education for Sustainable Development in Africa, Mauritius 20-22 Mar 2013
Current efforts in Uganda • CC Institutional arrangement in place • Sensitisation on climate change of key stake holders (seminars/workshops) • Parliamentarians; Permanent secretaries’; Journalists’, district local government officials; CSO’s and teachers’ representatives including curriculum developers, students farmers, and some community members. • Integrating climate change into the curriculum (upper primary, lower secondary and Institutions of higher learning) Expert Meeting on Climate Change Education for Sustainable Development in Africa, Mauritius 20-22 Mar 2013
Current efforts con’td • Climate Change integrated in national development plan • Draft Climate change policy and its costed implementation strategy awaiting approval by Cabinet • Developing Climate change capacity building strategy for human resources and skills development • Developing Second National communication (SNC) including section on CC education and awareness • Climate change mainstreaming guidelines for sectors and district local governments ready for national validation by stake holders • Establishment of some few Climate Change resource centres
Current efforts cont’d • Developing training material/manual and implementing training on gender and climate change • In the process, 3 pilot trainings so far undertaken for 19 district local governments, to test and validate the training manual. • Piloting NAPAs’ in 3 ecosystems (mountainous, semi-arid and lowland), as demos at local community level • CC awareness in public events e.g. annual Agric trade shows, international days • TV and radio talk shows, News paper inserts/articles, and policy briefs • Screening documentaries on climate change (http://www.ccu.go.ug) Expert Meeting on Climate Change Education for Sustainable Development in Africa, Mauritius 20-22 Mar 2013
Conclusion • Though in Uganda some key output areas have been reached, quite a lot is needed to attain results: • Adequate CC awareness at various levels • Adequate means of implementation (financial technical and technological) to cover the whole country • Climate Change Adaptation and Mitigation (CCAM) be addressed with gender disaggregation Expert Meeting on Climate Change Education for Sustainable Development in Africa, Mauritius 20-22 Mar 2013
