34. 34 Information Requests When possible, VA will utilize existing DoD data to make eligibility determinations
VA plans to expand Defense Personnel Records Information Retrieval System (DPRIS) access
Veteran Information System (VIS) data will also be available to provide service data not currently accessible by VA
35. Information Requests In the absence of sufficient service data, VA Regional Processing Office (RPO) employees will follow existing procedures to obtain/verify service data
RPO DoD coordinators will continue to contact existing MGIB Program Managers for routine service verification
RPO employees will also contact the veteran/servicemember for service information
36. Information Requests A new list of DoD POCs has been established specifically for Post-9/11 GI Bill issues
Similar procedures will be implemented at the RPOs for requesting service information
VA will contact new POCs if:
The only period of active duty service is less than 24 months and begins on or after September 11, 2001
The active duty spans September 11, 2001, with less than one year prior to and less than 24 months of service after September 11, 2001
VA is requesting clarification on POCs and information each will be able to provide

38. Information Requests
39. Example 1 Sgt Jones’ EOD date is 20 Jan 2002 and he was honorably discharged from the Army on 27 Dec 2003
A claims examiner submits a request to DoD asking for dates of basic training and AIT
Is this a valid request?
40. Example 2 Yes, this is a valid request for information because the veteran has less than 24 months of service
Entry level and/or skill training must be deducted from his total service to determine his eligibility percentage
41. Example 3 Sgt Smith’s EOD date is 21 Nov 2000 and he was honorably discharged from the Army on 20 Oct 2002
A claims examiner submits a request to DOD asking for dates of basic training and AIT
Is this a valid request?
42. Example 4 Yes, this is a valid request for information because the veteran has less than 24 months of service and less than one year of service before September 11, 2001
Entry level and/or skill training must be obtained and periods after September 10, 2001 must be deducted from his total service to determine his eligibility percentage
43. Example 5 Sgt Jordan entered the Navy Reserve on date 21 Nov 1995. He was called up from:
10 Dec 2001 to 15 May 2002
20 Oct 2002 to 25 Feb 2003
A claims examiner submits a request to DOD asking for dates of basic training and AIT
Is this a valid request?
44. Example 6 No, this is a not a valid request for information because the reservists active duty service was call-up service
When active duty is strictly call-up service, entry level and skill training is not a factor in determining the eligibility percentage
45. Example 7 Sgt Wilson’s EOD date is 21 Nov 2000 and he was honorably discharged from the Navy on 20 Oct 2005
A claims examiner submits a request to DOD asking for dates of basic training and AIT.
Is this a valid request?
46. Example 8 No, this is a not a valid request for information because the individual’s active duty service was more than 24 months after September 11, 2001.
When an individual has more than 24 months of active duty service on or after September 11, 2001, entry level and skill training is not a factor in determining the eligibility percentage
47. Example 9 Sgt Thomas’ EOD date is 21 Nov 1998 and he was honorably discharged from the Marine Corps on 20 Oct 2002
A claims examiner submits a request to DOD asking for dates of basic training and AIT
Is this a valid request?
48. Example 10 No, this is a not a valid request for information because the individual had more than one year of active duty service prior to September 11, 2001
Presumably, this individual’s entry and skill level training was completed prior to September 11, 2001
49. Information Requests VA is committed to ensuring only valid requests for service information are submitted to DoD POCs
When an invalid request for information is received from an RPO, please forward that request to the Strategy and Legislative Develop Team mailbox:
