    2. Quality Assurance and Quality Control are inherent in any MILCON project. Responsibilities. USACE – Overall QA responsibility for MILCON. USAISEC-FDEO – QA oversight for IS design, acquisition, implementation, and testing when the local installation (DOIM) is not able to execute. DOIM has overall responsibility for IM/IT.
