DoE FY05 – Hydrogen Dominates • Overall funding for DOE’s renewable and energy efficient account increased by over $31 million over last year’s level, a boost of 8.8 percent • Hydrogen = $95.3 million • level with the President’s request • a boost of more than 16 percent • Biomass increased 12.7 percent • Solar increased 8 percent • Wind budget = $41.6 million • Geothermal budget = $25.8 million • Hydropower cut about $1 million (20%)

DoD Funding:SBIR • SBIRs execute within three phases • Phase I, a small business submits a proposal in response to a DoD Solicitation Topic • Reviewed for scientific, technical and commercial merit and feasibility of the proposed approach • As much as $100,000 (dollars) over six to nine months to develop the idea • Successful Phase I projects invited to submit a Phase II proposal to further develop the idea and produce a well-defined prototype • This is where the major R&D effort is conducted • Phase II awards can be up to $750,000 (dollars) over two years • In Phase III, companies are expected to obtain non government funding to produce a commercial product or service for sale to military and private sector customers

DoD Funding:SBIR • Funded at approximately $1.079 billion in FY 2005 • 10 participating components: Army, Navy, Air Force, Missile Defense Agency (MDA), Defense Advanced Research Projects Agency (DARPA), Chemical Biological Defense (CBD), Special Operations Command (SOCOM), Defense Threat Reduction Agency (DTRA), National Geospatial-Intelligence Agency (NGA), and the Office of Secretary of Defense (OSD).

8. DoD Funding:DUST • The purpose of the Dual Use Science & Technology program isto partner with industry to jointly fund the development of dual use technologies • 1. Dual use products must be tested in their military context • 2. The commercial marketplace is a principal motivation for participating industries • 3. Military needs must dictate program choices and optimization • 4. Innovative agreements are crucially important • Non-procurement agreements, such as Cooperative Agreements and “Other Transactions” • 5. Consortia encouraged, but not mandated • 6. Cost sharing should be demanded for technology development programs.
