Recommendations • NTRA can issue a temporary pilot trial 3.5GHz license free of charge to all commercial operators that are interested to become licensed 3.5GHz operators after one year. • Of course NTRA must also at the outset specify the permanent licensing fees after the end of the one year free of charge pilot trial license. • After the one year temporary free of charge license has expired then operators with pilot license that decide to become permanent licensees will sign with TRA for a permanent license and others that are not interested will stop their pilot and return all 3.5GHz equipment to their vendors. Recommendations • NTRA can also issue several type of licensing agreements: • 5 year licensing deal • 10 year licensing deal • Forever licensing deal • NTRA can also issue the above licensing deals on a regional basis as well. They can allow for up to 3 or 4 licensed operators in each geographical region or even nationwide licenses. Inotek Systems
