IMU2 Incident Management Utilities Lt Col Peter Andersen “Citizens Serving Communities”
Once upon a time, life was simple • CAPF 101 Cards really meant that the member was qualified • CAP was looking for ELT or overdue AC • Sign-in used CAPF 103 and CAPF 121 • CAPF 104/109 used for flight release • CAPF 122 was the reporting document • These documents were placed in an envelope and filed
Then, one day …. • Lawyers happened • The Air Force happened • Government happened (ICS) • Katrina happened • WMIRS happened
And so, today we have • Mandated ICS forms • Need to check individual participant qualifications • Reporting to multiple agencies • WMIRS • Complex taskings • Fewer members
Incident Management Utilities(IMU) Features • The IMU reduces manpower requirements related to managing a CAP incident through: • Automation of monitoring tasks • Automation of information lookup • Reduction of paperwork input • Support of task distribution • Integration of functional checklists

Event Concept • An Event is an “umbrella” from which a common staff assigns resources to specific mission(s) as required • All members and assets check into the event Pool • Assets are assigned to specific mission based on Tasking Orders • Return to event pool when tasking is completed Resources STAFF . . . Mission A Mission n
Tasking Orders • A response to a customer request to create one sortie • More than one tasking order may be required to meet the customer request • May be simple (ELT) or complex (Homeland Security) • The tasking order associates the sortie with a specific mission number and mission symbol
Sortie • The basic element of execution of a CAP mission • Integration of • Tasking Order • Crew (Team) • Asset (Aircraft/Vehicle)

IMU Users • There are over 150 registered users representing 29 wings • AZ, CA, CO, DE, FL, HI, IA, ID, IL, MA, MI, MO, ND, NE, NJ, NM, NV, NY, OH, OK, OR, PA, SC, TN, TX, UT, WA, WI, WY • Register, Download and get Database from WMU (MIMS data is used – WMU is not required for wing use) • WMU.NAT.CAP.GOV • IC Button • Wing Database Button
Training • Because CAP missions range from simple to very complex, the IMU effectiveness is a function of the user training. • The IMU is designed to allow “training by doing” • 2-day seminar is available to teach key functionality to level where user can easily become proficient by practice • Pay trainer’s expenses
