INTRODUCTION: ITPI • ITPI, a Professional body of Town and Country Planners • ITPI was Formed in 1952 • Provision and promotion of Town and Country Planning Education and Profession • Coordination with National Education Regulators and Funders • Holding Awareness Campaigns about Town and Country Planning • Initiation for setting up of Planning Schools in the Country • Assisted Government in the preparation of Town and Country Planning Acts • Prepared Urban Development Plan Formulation and Implementation Guidelines on the request of Ministry of Urban Development
INTRODUCTION: ITPI • Prepared Course Curriculum for Bachelors and Masters Degree Programs in Town and Country Planning for AICTE • Conducting Associateship Examination since 1952 through TPEB • Prepared Readers Volumes on 21 Subjects • Accredits various Schools in the country to ensure the quality of Town Planning Education • AICTE has signed an MoU with ITPI in 1991 • ITPI has 21 Regional Chapters in the State Capitals out of which 13 have their own buildings with infrastructure and library • Publishes quarterly Journals and Newsletters since 1952 giving latest technological developments, and placements for students, etc
INTRODUCTION: NATIONAL MISSION ON EDUCATION THROUGH ICT • The Mission Focuses on Capacity Building and Knowledge Empowerment • Proposal Conforms to the Mission Goals • Creation of large number of Qualified Planning Experts • Allows access for planning education to students located in Remote Districts • Fulfills Economic and Social needs of the Country in Managing Cities and Regions • Ultimately contributes to Economic growth of the Country
NEED FOR ESTABLISHING THE VNTCPU Delivery mechanism of Town and Country Planning Education, in Vouge Traditional Classrooms based approach Costly, less accessible and time consuming 16 Recognized Planning Institutions plus two new SPAs (Establishment of 1 SPA Costs Rs. 213.00 Crore) Supply Demand gap of Planners Less than one third demand being met in 50 Years Presently 3,500 Planners in the country Over 5,000 Urban Settlements, over 600 Districts and a large number of villages Additionally, Planners needed in teaching and research, private consultancy and other Line Departments
NEED FOR ESTABLISHING THE VNTCPU • Professionals already employed who are desirous of upgrading their skills are not in the position to join regular classes • Examination on demand would enhance accessibility not only to such professionals but also to fresh graduates • Virtual Education is less costly • Best faculty can be made available • Critical mass of planners can be created within short time • Virtual education would make Planning Education cheaper and highly accessible • 73rd and 74th Amendments to the Constitution of India • Eleventh and Twelfth Schedule • Mandatory preparation of MPCs and DPCs
NATIONAL MISSION ON EDUCATION AND ITPI • (2.2.1&2) Intellectual resources available with ITPI can be effectively utilized • (2.2.4) ITPI can provide platform for sharing ideas and techniques and pooling of planning knowledge • (2.2.9) ITPI can campaign to spread planning education to the door steps of the learners • (2.2.14) ITPI can assist in capacity building through orientation classes and training programmes • (2.2.15) ITPI through its Research and Documentation Centre create large number of networks of experts in planning through its 21 Regional Chapter • (2.2.23) ITPI can propagate techniques like Remote Sensing , GIS and GPS • (2.2.24) ITPI can organize Teachers Training programme and assist in upgrading Course Curriculum
NATIONAL MISSION ON EDUCATION AND ITPI • (3.10.2) ITPI has been initiating specialized postgraduate programmes • (3.15) ITPI is already conducting Associateship Examination for which the students from all over India appear. ITPI therefore, is submitting the present proposal for setting up of VNTCPU • (3.17), (3.24.1) Through 21 Regional Chapters ITPI can provide platform for teachers to provide substitute for coaching for economically weaker students • (9.3), (9.7) ITPI through their website can popularize the objectives of the Mission and organize Workshops, Conferences • (9.8) Can organize lectures of world renowned scholars through their website

VIRTUAL CLASSROOMS • DVDs for all 21 theory subjects by the best available faculty in the Country • Careful examination of syllabus of each subject • Scripts to be written by the faculty for five units of each subject • 20 lecturers of 45 minutes for each subject • Professionally recorded, edited and produced DVDs • Guidance of a professional director
VIRTUAL DRAFTING STUDIOS AND THESIS • Apart from 21 theory subjects • Design Portfolio – I (at stage I) • Design Portfolio – II (at stage II) • Personal contact program at Regional Chapters • Stage – I: Four Core and any two subjects out of six • Stage – II: Four Core and any two subjects out of six • Stage – III: One Core and the Thesis
