Why Should We Care About Sustainability? • It’s the Forest Service Mission and we share the responsibility • It makes sense as we all benefit from it • It’s for the community and the we are a community leader • It’s required • Executive Order 13514—divert at least 50% of nonhazardous solid waste by end of FY 2015 • Tom Harbor’s guidance (letter) August, 2009—an opportunity to do more • Multi-regional Forest Supervisors guidance (letter), August 2011--sustainable operations on incidents
What is the Greening Fire Team? • Team under the Western Collective for Sustainable Operations • Mission: “ Integration of Sustainable Operation’s best management practices into the fire community.”
What We Do… • Research, recommend, and assist with implementing sustainable improvements at fire camps and beyond • Priority areas include: • Waste reduction • Recycling • Alternatives to bottled water • Outreach and education • Firefighter safety top priority
Past and Current Projects • Supplied Apprenticeship Academy students with steel water bottles and conservation messaging • Drafted official letter to highlight role of Agency Administrators in promoting sustainable ops at fire camps • Give presentations at local, regional, and national fire meetings • Creating and piloting recycling resource templates
In 2009, the USFS WO of Fire & Aviation designated 7 areas to integrate sustainable practices: • ICPs • Contracts • Appropriate Response to Fire • Facilities & Water • Transportation & Fleet • Green Purchasing • National Fire Caches
Why Fire Camp? • Increases in spending, waste of resources, and energy use due to reliance on disposable items • Unique challenges due to various unknowns • Increasing demand for spending reductions • Crossroads of the fire community
Bottled Water: One problem, many solutions • Research shows most people in fire community do not prefer bottled water as their potable water source • Greening Fire is working to find suitable bottled water alternatives and educate personnel on their options
In 2009, personnel on Type 1 & 2 fires consumed @ 2,784,000 16.9oz bottles of water. • Cost @$690,000 • 69,020 gallons of oil needed to produce the bottles • 280,047 megajoules required in manufacturing process • 435,000 gallons of water consumed • Additional 870,000 gallons of water used in processing
On-Site / Municipal Water • Good for: • Line and camp personnel • Needs: • Food-grade hoses • Controlled filling environment • Located near crews, kitchen, crew rigs • Potable water tenders • Good for: • Line and camp personnel • Needs: • Tender(s) available during hours crews are in camp • Located near crew rigs for ease of access • Reusable bottles for all personnel
1 or 2.5 gallon jugs • Good for: • Line personnel • Needs: • 2.5 gallons come with dispenser • 1 gallon size can fit in cooler • Place for recycling
3 or 5 gallon “office cooler” jugs • Good for: • Camp personnel • Needs: • Flat spots for coolers • Power - if water is to be chilled • Reusable bottles for all personnel
To integrate potable water options, work with your: • Crew / fire program to use reusable bottles • Dispatch / purchasers to pre-plan with water vendors • Unit / Forest leadership to include sustainable ops in delegation of authority paperwork • Local IMT personnel to pre-plan for water options • Buying teams to purchase 1+ gallon bottles
FS Region 6 Specific Guidance • Refer to Multi-regional Forest Supervisors guidance (letter), August 2011--sustainable operations on incidents • Delegation of Authority Template • 2013 PNW Incident Business Guidelines, page 6/30 • FSH 6509.19--Asset Financial Management Handbook, Chapter 10—General Fund Personal Property, Section 18, Sustainable Operations Program
FS Region 6 Specific Guidance Cont. • Fire staff and line officer should craft delegation letter • Connect with hosting unit’s Green Team as there should be a process in place for SusOps prior to fire season. • In-briefing is important!
