Organization • Non-profit corporation; 501(c)(3) tax-exempt with a staff of one: • President/COO only paid staff member • heavy dependence upon volunteers and out-sourcing to keep overhead low • Volunteer Board of Directors • appointed by founders, represent library and society interests • Working Group and Board all hands-on volunteers from Founding Organizations and Amigos

Technology Technology: Principles • Open system, based on industry accepted standards (PDF, SGML) • Critical for effective archiving • Provides open migration path to new technologies • (i.e.) XML • Usage reporting being developed to meet library and consortia needs based on current ICOLC standards
Serves non-commercial society,publishers • Goal was not to develop just another electronic product, but to provide cost effective alternative • Help in remaining financially viable and independent as publishers through participation in electronic market • Assistance in overcoming obstacles:lack of capital, inadequate infrastructure, expertise, etc • A platform for future development • Realistic collaboration with libraries and universities in pursuit of shared values
Serves Library Community • Acquire key scientific literature cost efficiently in an electronic form unbundled from print • Providing consortial pricing options • Creating a chance to play active role in changing the scholarly communications process by creating a different publishing model • Role in ensuring digital preservation • A voice in crafting license agreement
License Agreement • Librarian-crafted (available on BioOne Web site) • Subscriber rights for personal, non-commercial teaching and research purposes, including but not limited to: • Interlibrary loan,Electronic reserves • Distance education, Printing • Specific provisions for fair use • Compatible with community’s current preferences
Development Financing • Over $1m in support committed; see wide and deep support for BioOne’s mission • Over 125 of the libraries you serve and other institutions • Members of SPARC, Big 12 Plus • Non-members, U.S. and international • Continuing substantial cash and in-kind contributions from Founding Organizations and Amigos • Next 2 years critical in insuring success; not incubated commercially, collaborative support essential
Financial Model: Vision • Cost-based Model • non-profit, objective is simply to recover costs • subscriber prices set according to expenses • 501 c 3 organization - books open • expense and price oversight by Board including majority library / university representatives • Operating expenses are relatively low • virtual organization, low overhead • in-kind and cash contributions from Founding Organizations, Amigos, other strategic partners
Financial Model: Vision Operating expenses (continued) • - high level of volunteerism • Exploration of multiple revenue streams • Intention is to build model not entirely dependent on single revenue source • Eventual diversification of revenue streams should allow for moderation in subscription prices
Pricing Model (Preliminary) • Electronic pricing unbundled from print • Library and organizational sales only, emphasis on consortia purchases • Cost recovery (operating costs projected at $2.1 to $3 million for FY2001) • Begin with FTE-based pricing model, annual subscription for all included journals
Pricing Model (Preliminary) • Cost per FTE will be directly driven by number of subscribing libraries and their weighted FTE counts • For example, to recover projected operating costs of $2.1m, sales to 3.2m FTE would result in an average cost of 65 cents per FTE. • As number of subscriptions increase, price per FTE will drop. • Planned caps for large subscribers • 125 SPARC charter supporter libraries will receive subscription credits for their contributions
Pricing Model (Preliminary) • Special solutions where appropriate • Intention is to modify pricing model in response to feedback from community. • Begin with FTE-based pricing, consider creating hybrid structure • Remember: goal is to provide a robust collection of biology journals at a price that is driven and controlled by academic community • Need your feedback - please return survey at end of session.
