Overview of Workshop • This session will include an in-depth discussion of the use of diverse strategies to increase student participation in utilizing math tutoring services offered by SES Providers. • In addition, this session will provide information regarding the application and approval processes for SES services that Districts should be utilizing.

  6. Title I, Part A – Elementary and Secondary Education Act of 1965 SES is federally mandated by Section 1116 of Title I, Part A of the Elementary and Secondary Education Act of 1965 (ESEA). The full text of ESEA is available at: http://www.ed.gov/policy/elsec/leg/esea02/index.html

  7. Federal Guidance The U.S. Department of Education issued current guidance for SES on January 14, 2009. The full text of the federal guidance is available at: http://www.ed.gov/about/offices/list/oii/resources/info/guidance.html The guidance is intended to assist stakeholders, including SES providers, in implementing the federal law.

  8. State Board of Education Rule 160-4-5-.03 • SES is also governed by State Board of Education (SBOE) Rule 160-4-5-.03 Supplemental Educational Services in Title I Schools. The full text of the SBOE Rule is available at: • http://public.doe.k12.ga.us/tss_title_parent.aspx?PageReq=TSSTitleSES

  9. State Implementation Guidelines The Georgia Department of Education (GaDOE) issued Guidelines for the Implementation of Rule 160-4-5-.03. The full text of the Guidelines is available at: http://public.doe.k12.ga.us/tss_title_parent.aspx?PageReq=TSSTitleSES The Guidelines are intended to assist all stakeholders, including SES providers in implementing the SBOE Rule.

  10. The Purpose of SES • SES is intended to help eligible students: • Increase academic achievement on state assessments; and • Attain proficiency in meeting state standards.

What is SES? • SES is additional academic instruction in: • Reading • English/Language Arts • Mathematics • Other Subjects (High School subjects related to the Georgia High School Graduation Tests) • SES is not homework assistance unless such assistance is integral to the instructional program.

  12. SES continued • The “other subjects” must be related to increasing student achievement on state academic assessments specifically in high school. • Applicants approved to tutor in “other subjects” must included the subjects in their application. • Only “other subjects” which will help students improve performance on the Georgia High School Graduation Tests will be considered. • You may not tutor elementary or middle school students in science or social studies.

Eligibility to receive SES • Low-income Students who are eligible for free or reduced price meals. • Students who attend Title I schools in their second year of “Needs Improvement”. • Schools that have not made Adequate Yearly Progress (AYP) in the same subject for 3 or more consecutive years.

  14. When must SES be provided • SES must be provided outside of the regular school day: • Before school • After school • On weekends • Over the summer

  15. Where may SES be provided? • SES may be provided in any location that is safe and conducive to learning, such as: • Student home • Private business facility • Public library • Local Education Agency (LEA) facility • Community facility • Religious facility • Online/Internet

Who is Eligible to Provide SES • Public and private, non-profit and for profit entities: • Public schools • Faith-based organizations • Regional Educational Service • Faith-based and Community-based organizations • Institutions of higher education • Private schools • Private businesses • LEAs

What is an Eligible “Entity”? • To be considered an eligible “entity” potential providers must produce one of the following: • Georgia business license and liability insurance • Certificate of Authority (out of state applicants) • Certification of IRS 501(c) (3) non-profit status • Other formal documentation of legal status with respect • to conducting business in the state of Georgia

  18. Diverse strategies to increase student participation in utilizing mathematics tutoring services offered by SES

SES Mathematics Tutoring Services • The State Board of Education has given districts flexibility to choose whether Mathematics II students progress to Mathematics III or Mathematics Support, III • Both Mathematics III and Mathematics Support III will prepare students to be successful on the mathematics Georgia High School Graduation Test (GHSGT).

  20. SES Mathematics Tutoring Services • The changes in the mathematics course description serves two purposes: • Expose students to all core content taught in Math II and Math III. • Reviews the core content taught in Math I and Math II in preparation for GHSGT

Mathematics Tutoring • As part of the blueprint for Reform (The Reauthorization of the Elementary and Secondary Education Act) there will be substantial support to districts implementing high quality instruction in mathematics and science. • Race to Top supports districts in identifying effective instructional materials and improving teachers’ knowledge and skills in mathematics.

  22. Mathematics Tutoring • Several SES Providers offer Mathematics Tutoring Services to High School Students

  23. Expectations for Completing a Successful SES Application

Characteristics of SES Applicants • Prior business experience specifically in education and/or tutoring. • Applicant’s company existed for more than one year prior to submitting an application. • Established track record of improving student achievement. • SES is not the only revenue stream of the applicant.

  26. Content, Format, Deadlines • Follow all instructions carefully: • Formatting • Page limitations • Attachments • Signatures in blue ink • Submission deadline • Appropriate number of copies

  27. Basic Program Information • Utilize the Basic Program Checklist • Attach required documents • General liability insurance • Legal status • Financial status • Management Team • Program Summary

Provider Assurances • All applicants must initial the box accompanying each assurance and must sign and date the document in blueink to certify agreement to comply with each assurance. • Failure to complete the assurances form as required will result in an incomplete application. • There are 30 assurances.

  30. Criterion Questions and Rubric • Summary of the ten criterion questions are: • High quality research based instructional program • Demonstrated record of effectiveness • Assessment of student needs • Connection to Georgia Performance Standards (GPS) • Monitoring student progress
