“5 Step Process” • Step One: Where does your CAP Wing “fit” with in your state’s governmental structure? • At the Emergency Ops Center (EOC) • Under Dept of Transportation • In the State Guard Bureau structure • Or, not! Find out where you “plug” in
“5 Step Process” • Step Two: Arrange to meet that state agency head or director that has CAP responsibility • Introduce yourself; logical opportunity – just assumed command • Explain what CAP can do FOR your state • DON’T make a play for money • DON’T oversell your Wing’s or CAP’s capabilities! Make your rounds within the first three months of command
“5 Step Process” • Step Three: Play to your state legislators • Col Jim Huggins the expert for CAP • Co-chair, Legislative Liaison Committee • jbhuggins@msn.com • Invite him to your Wing conferences • Meet the power brokers who budget $ for CAP • State legislators crave notoriety, but don’t have many venues to be seen – get them to your events • Key note speaker at wing conference • Participate in other wing events • Pictures, pictures, pictures! Be known to those who slice the state budget
“5 Step Process” • Step Four: Play for US Dept of Homeland Security (DHS) funding • Don’t go to the Federal level looking for a piece of the DHS pie • NOTE: FEMA and Office of Domestic Preparedness (ODP) fall under DHS • ALL DHS money for homeland security flows to the State • “State Strategies” were due ODP NLT 31 Dec 03 • State Administrative Agency (SAA) administers DHS funding • Find your point of contact: www.ojp.usdoj.gov/state.htm • Discuss how your CAP Wing can support the state’s strategy • Discuss equipment possessed, volunteers available -- all at a bargain reimbursement rate Become an integral part of your state’s DHS strategy
“5 Step Process” • Step Five: Explore grants through Federal process or private foundations • For Federal grants • Catalog of Federal Domestic Assistance (CFDA) • Program descriptions at www.cfda.gov/ • Also, www.Grants.gov FIND • Search Federal Register for program announcements • www.gpoaccess.gov/fr/ • For grants through foundations • Foundation Center for Grantmakers: http://fdncenter.org/grantmaker/foldermenu.html • Search the web • Tap into your best resource: the members of your Wing/Region • Find those with grant writing experience Search -- there’s money available!
Grants Tips • Please keep me in the loop • Let me help you along the way • Keep the National Commander, volunteer leadership and Corporate Team in the “know” • Watch over committing your resources in an attempt to secure what looks like a lucrative grant -- many have matching requirements • One Wing looked at a potential $150k - 300K grant, but required 15% match. That single grant would have used the entire annual budget allocated to the Wing for all missions. • Never lose sight of opportunity at every venue • AOPA convention resulted in $10K grant to New York Wing • Meet the agency deadlines -- might require overnight turn
Grants Tips(cont.) • If you don’t submit, you’ll never be considered • Being turned down is an opportunity to hone your skills • Fight for feedback from agency • If you receive a grant, follow through on all aspects to include the required audit procedures • Don’t use HLS funds for the CAP unit holiday party!
Grants Tips(cont.) • Don’t forget the obvious -- look in your backyard • Join and mingle at Kiwanis and Lions Club, Rotary Club, AF Association • Look into your local United Way/CFC campaign rules • CAP can not be listed as a National Organization because we receive a bigger % of funding from federal sources than participation rules allow • “May” not be the case at the local level Network . . .
